Description
 
NASA/GSFC has a requirement for a X-RAY FLUORESCENT MACHINE with the following required specifications:

1.The unit must come with multiple collimators

2.Light Curtain to protect optics/collimators

3.Laser Focusing

4.Must have automatically controlled Cobalt filter to block out the nickel in a Ni/Cu sample

5.Graphical Interface displays: measurements, statistics, and graphical display

6.3D Topography of plating thicknesses in Z mode

7.Must be able to display data in three different views

8.Must have the ability to either be focused manually or automatically

9.Should come with Micro Focus that has a stable long life tub (85x85um spot)

10.The stage needs to be programmable in the X, Y, Z coordinates

11.The stage size should be at lead X=8”, Y=6”, Z=4” with mouse controlled stage positioning

12.Stage should automatically move forward when the door is opened for the easy loading of samples, and then return to home when door is closed

13.The X-Ray tube current needs to shutdown between measurements

14.Built in Sleep Mode for tube longevity

15.The XRF must be able to perform single as well as double layer measurements simultaneously

16.Must make corrections for different substrate and coating densities

17.Must be able to perform analysis of plating baths to show metal content without having to prepare a special sample

18.The XRF must come with a Windows XP operating system, flat panel monitor (18” – 20” widescreen), CD-RW/DVD drive, video capture (digital graphics card), High Speed processing

19.Camera must be digital CCD high-resolution and in color

20.Point and Measure positioning is a requirement the XRF Must have

21.Video image must be shown on display

22.Warranty must be at least 1 – year for parts and labor, and at least 3 years on the X-Ray Tube (standard)

23.Installation of the XRF and Operator Training are a must

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ.

The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.

This procurement will be processed using the procedure in FAR Part 13 using Simplified Acquisition Procedures, and the Procedures set forth in FAR Sub Part 13.5 "Test Program for Certain Commercial Items".

This procurement will be a Full and Open Competition and is being conducted under the authority of FAR Subpart 13.5, Test Program for Certain Commercial Items. The following procedures apply to this procurement. The evaluation factors listed in this solicitation do not necessarily indicate their order of importance and subfactors, if any, may not be indicated. A competitive range determination may not be made. Award without discussions may be made. Negotiations may be held with one or more offerors but not necessarily with all offerors in the competitive range if one is established. Comparative evaluations of offers may be made. Offers will be evaluated inclusive of transportation charges from the shipping point of the supplier to the delivery destination. Award will be based upon an assessment of price and other factors. The award document may be a purchase order or a contract at the discretion of the Contracting Officer. Notifications to unsuccessful offerors shall be given only if requested.
