Description
 
NASA/GSFC has a requirement for two COTS 300 Watt S-Band Solid State Power Amplifiers (SSPA) with the following specifications:

The vendor shall deliver a commercial off the shelf 300 Watt S-Band Solid State Power Amplifier (SSPA) assembly with Remote software interface (RS-422) installed in NEMA Weatherproof Environmental Enclosure for outdoor application. The NEMA enclosure size shall be approximately 20” x 24” x 11.3”. The SSPA shall include redundant 300W amplifiers in the NEMA enclosure. The NEMA enclosure shall provide weatherproof operations and include sufficient heat sink and air cooling capacity for continuous operation of the amplifiers. The SSPA shall meet the additional following characteristics:

• RF Characteristics

• Operate over 2025 to 2120 MHz Frequency Range

• Provide 300 Watts RF Output Power

• Provides adjustable RF Output Level over a 20dB range in 1 dB steps

• Accepts RF Input Power of 0 dBm nominal, +2 dB

• Maximum Input/Output VSWR of 1.5:1 (Ref 50W)

• Includes Output Protection of No Oscillation, No Damage into infinite VSWR, at any Phase Angle (Isolator Protected)

• Exhibits maximum Noise Figure of 10 dB

• Spurious Outputs shall be no greater than –60 dBC, except Harmonics, of • 20 dBC maximum

Control & Reporting Characteristics

• Includes a RS422 Interface

• Includes reporting of Forward and Reflected Power

Power Supply Characteristics

• AC Input Power shall be 110VAC +10% @ 7 Amperes maximum, 47 to 63 Hz

• DC Output Power shall be 12 Volts @ 50 Amperes

• Shall include Remote AC Control on via 15 volt 0.20 Ampere signal

• Shall include Door Interlock Switch with Over-Ride and Lamp Indication for Safety

• Shall include 7 amp Fuse protection

NASA/GSFC intends to purchase the items from WV Communications because the software control interface is proprietary.

The Government intends to acquire a commercial item using FAR Part 12.

DO Rating is DO-C9. The synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. eastern local time on July 7, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
