Description
 
NASA/LaRC has a requirement for two (2) fiber optic transceiver probes and associated hardware (FiberLight Multicolor Beam Generator with Fiber optic Couplers and 2-channel Photo Detector Module) for use in existing Laser Doppler Velocimeter (LDV) systems at Langley Research Center (LaRC).

The fiber optic transceiver probes have the following required specifications:

- 83 mm diameter - 50 mm beam separation - Two components (514.5 nm and 488 nm) - 61 mm clear aperture - 363 mm focal length lens - 15 meter fiber optic cable

Specifications for associated hardware:

- multicolor beam generator with coupling for the fiber optic probes - 2-channel module for photo detection (514.4 nm and 488 nm)

NASA/LaRC intends to purchase the items from TSI Incorporated. Fiber optic transceiver probes manufactured by TSI are used in several LDV systems at NASA LaRC. The transceivers are interchangeable from LDV system to LDV system at various wind tunnels throughout LaRC, provide seamless interoperability between these LDV systems, and permit equipment exchange between systems. Using products from any other vendor would require significant modification to the LDV system design and changes to the data acquisition algorithm and software.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 17 June 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
