Description
 
The NASA Glenn Research Center plans to issue a solicitation for a cost-reimbursable, Indefinite Delivery/Indefinite Quantity contract for the definition, design, fabrication, assembly, integration, test and operation of a broad array of space flight projects that interface with a wide range of carriers. Glenn Research Center has an extensive portfolio of space flight programs and projects that support the agency’s Exploration Systems, Science and Space Operations Mission Directorates. They include unique International Space Station (ISS) flight investigations in combustion science, fluid physics, materials science and accelerometry; instrument packages and power, propulsion and sensor subsystems for earth science, lunar exploration and other space science missions aboard spacecraft and airborne science platforms; advanced technology development of exercise countermeasures equipment, medical devices and biosensors for long duration space missions; ground-based research investigations in analog environment facilities in support of exercise countermeasures development; computational modeling of advanced technologies, physiological systems and probabilistic risk assessment; advanced technology development and demonstrations in the areas of power, in-space propulsion, space communications systems and subsystems, lunar surface and in-situ resource applications, spacecraft fire safety, and energy storage and distribution; and ISS, Ares and Orion systems and subsystems.

The contract will be referred to as "SpaceDOC," or the Spaceflight systems Development and Operations Contract. Under the SpaceDOC, Task Orders will be issued for specific projects. SpaceDOC is anticipated to have a minimum value of $7 million, a maximum value of about $94 million, and a maximum 5-year ordering period. The ordering period will initially consist of a 3-year base period, and there will be two one-year options to extend the ordering period up to the 5-year maximum. A single award is anticipated.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

This procurement is a total small business set-aside. See Note 1.

The NAICS Code and Size Standard are 541712 and 1000 employees, respectively.

All responsible sources may submit an offer which shall be considered by the agency.

The anticipated release date of a draft Request For Proposals (RFP) is on or about June 24, 2008 with an anticipated comments due date of about July 10. The subsequent final RFP is anticipated to be issued on or about July 18 with an anticipated offer due date of August 18.

An ombudsman has been appointed -- See NASA Specific Note "B".
