NASA/LaRC has a requirement for IDL Site License Maintenance Renewals and single user maintenance renewals.
NASA/LaRC intends to purchase the items from ITT Visual Information Solutions. If another manufacturer were selected, LaRC would lose the ability to maintain scientific source code and to update algorithms in executable programs. These codes would need to be re-designed and re-written and tested against the existing data products. The ITT product fully meets the mission needs without any additional cost or schedule impact to mission objectives and is fully compatible with existing systems. The IDL software provides key features used to generate visualizations based on the data produced by atmospheric science missions, CERES and CALIPSO
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on May 30, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
All responsible sources may submit an offer which shall be considered by the agency.
