Description
 
NASA intends to award a sole-source contract extension to Siemens Communications, Inc. pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of NASA's Goddard Space Flight Center (NASA's GSFC) Information Technology and Communications Directorate (ITCD). This procurement is to extend Contract NAS5-02032 for a period of up to 10-months from April 1, 2008 through January 30, 2009 and increase the maximum ordering value in order to allow sufficient time to award the follow-on procurement. The ITCD is currently working to refine their requirements in order to go forward with the most efficient and effective set of requirements for the follow-on to the current Telecommunications Maintenance and Operations Support Services contract. This extension will allow for a continuation of current delivery orders issued, for modifications to existing delivery orders, and for new work until the Telecommunications Maintenance and Operations Support Services follow-on contract is awarded. The contract extension and maximum ordering value increase are necessary in order to ensure program continuity and critical mission support and to avoid significant technical and programmatic impacts to GSFC. The current contractor provides the following highly specialized mission critical services to NASA's GSFC ITCD: Responsibility for the continued day-to-day operation and maintenance support for the ITS which consists of six (6) Siemens Hicom 300 H Version 1 System Communications Servers, Phonemail, Automatic Call Distribution (ACD), Interactive Voice Response(IVR) System, Hicom Domain Management System (HDMS) Modular, Information Management System (Comsoft), and the Uninterruptible Power System (UPS); relocating existing equipment; performing new installations; providing new system design, testing and documentation, cable plant, and maintenance of ITS related data bases at the Greenbelt site. At the Wallops site, the current contractor is responsible for continued day-to-day operation and maintenance support for two (2) Siemens Hicom 300 H Version 1 Communication Servers (one located at the Main base and the other located at Wallops Island), Phonemail, HDMS, the Information Management System (Comsoft) and the UPS. Due to the time and substantial duplication of costs involved in procuring and phasing in another contractor, Siemens is considered the only contractor capable of meeting NASA's GSFC needs given the short period of performance for the extension. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 PM. local time on March 14, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
