Description
 
NASA/GSFC plans to issue a Request for Proposal (RFP) on or about January 31, 2008, for the procurement of the R series of spacecraft for Geostationary Operational Environmental Satellites (GOES).

The scope of the resultant contract will encompass all of the efforts required to design, develop, build, integrate, test, ship, support pre-launch/launch/post-launch activities, and successfully complete on orbit verification and acceptance of all GOES R program elements, including all data, procedures, plans, models, and software as defined in the Contract Data Requirements List (CDRL).

This full and open competitive procurement is anticipated to result in a Cost-Plus-Award Fee (CPAF) contract.

The procurement includes a basic requirement for GOES R and GOES S. In addition, two options are included for GOES T and GOES U. All responsible sources may submit an offer which shall be considered by the agency.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An ombudsman has been appointed – See NASA Specific Note “B”.

The NAIC code and Size Standard are 336414 and 1,000 employees, respectively.

The anticipated release date of the RFP is on or about January 31, 2008, with proposals due approximately 45 days after the solicitation release date. No additional synopsis will be posted for the release of the RFP.

The solicitation, amendments and attachments that are not subject to International Traffic in Arms (ITAR) will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. PLEASE NOTE: Most of the technical requirements documents for the GOES R series of spacecraft include International Traffic in Arms Regulations (ITAR) restricted data. These documents will not be posted on the public website. Respondents who wish to receive these documents must send a letter to the Contracting Officer certifying that the company is 100% U.S. owned; and that the company is aware of and understands its obligations under ITAR and that they will protect ITAR information.

The company shall provide one point of contact to whom the documents can be sent. The company shall also certify that this individual is a U.S. citizen or U.S. permanent resident and shall provide the appropriate evidence to confirm that status (e.g., copy of birth certificate). The company must also certify in their letter that individuals to whom the materials will be distributed will also be U.S. citizens or U.S. permanent residents, and must include a list of such individuals.

If the company provided the above documentation and certifications in relation to the Draft RFP release, it does not need to provide those same documents. However, once the RFP is released, that company must provide a separate request for the ITAR documents and include a statement that it has previously submitted the appropriate documentation and certifications and shall provide any updates to the certifications or certify that no updates are required.

Respondents are reminded that any failure to comply with ITAR may result in exclusion from competing in the GOES-R series of spacecraft contract, suspension, debarment, and/or other civil or criminal penalties appropriate under the State Department's jurisdiction. Respondents should contact the State Department regarding ITAR licenses and guidance in providing certifications regarding compliance.
