Description
 
NASA/HQ has a requirement for IDEAL software solution which includes on-line and on-site technical support, enhancements and/or modifications to the software, monthly maintenance and training as required. The IDEAL software provide Agency-wide support service as needed in the area of cost estimation as it pertains to NASA's environmental restoration program.

NASA/HQ intends to purchase the items from TEAM ANALYIS, INC. of Purcellville, VA. In 2003, NASA HQ reviewed several software solutions to support the Environmental Management Division and determined that the IDEAL software solution package was the most advantageous to the Government. This software package was developed by Primetime, Inc. and Team Analysis, both of whom jointly own the rights to the IDEAL software. It is in the best interest of the Government to continue using the IDEAL software package, and therefore pursue a sole source contract for this software and maintenace.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on Wednesday, October 10, 2007. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
