Description
 
NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) for Program Analysis and Control Services (PAAC III). The resulting contract is a follow-on to the current PAAC II contract NAS5-03079. The Goddard Space Flight Center has the responsibility for planning and managing spacecraft flight hardware systems, ground systems, launch vehicles, and research instrumentation payloads. This responsibility encompasses all phases of project implementation from conceptual studies through definition, design and development, fabrication, integration, launch, preparation for pre- and post-launch operations, satellite servicing, data acquisition, processing, distribution, analysis, and archiving. To develop and manage projects (present and future) and to respond to its assigned responsibilities, GSFC requires contractor services to include planning and scheduling, configuration management, information technology, documentation/library, general business, and general accounting in support of the planning, managing, and executing of flight activity in the Flight Projects Directorate and supporting directorates.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

This procurement is an (8a) set-aside procurement. See Note 1.

The anticipated period of performance is 5 years. It’s anticipated that this competitive 8(a) procurement will result in a Cost Plus Award Fee Indefinite Delivery Indefinite Quantity (IDIQ) performance based contract.

The NAICS Code and Size Standard are 541330 and $25,000,000 respectively.

All responsible sources may submit an offer which shall be considered by the agency.

The anticipated release date of the Draft RFP is on or about July 24, 2007. Interested parties will be given two weeks to provide comments. Comments on the Draft RFP are not mandatory. The anticipated release of the final RFP is on or about September 7, 2007, with proposals due approximately 30 days after the solicitation release date. The use of industry comments to structure the final RFP is at the discretion of the Government. This synopsis shall serve as the pre-solicitation notice for the draft as well as the final RFP. No additional synopsis will be posted for the final RFP.

An ombudsman has been appointed -- See NASA Specific Note "B".

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
