Description
 
NASA/GSFC plans to issue a Draft Request for Proposal (RFP) for the Hydrospheric and Biospheric Sciences Laboratory, (HBS) procurement. The HBS Statement of Work (SOW) will include support services in the areas of: science research, computing, science instrumentation, administration and calibration and validation. In addition, the SOW includes, but not limited to, analyzing scientific data requirements, systems definition, evaluation of existing systems, software development, mission planning, modeling data validation, satellite remote sensing support, field and air craft instruments to measure Earth, oceanic, biospheric and atmospheric processes, design, development and testing of remote sensors and sensor systems and education and outreach.

This competitive procurement will result in a Cost-Plus-Award-Fee (CPAF), indefinite Delivery, Indefinite Quantity (IDIQ) contract.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

This procurement is a total small business set-aside. See Note 1.

The NAICS Code and Size Standard are 541710 and 1000 Employees, respectively.

The anticipated release date of the Draft RFP is on or about August 15, 2007 with an anticipated due date for comments on or about August 29, 2007.

An ombudsman has been appointed -- See NASA Specific Note "B".

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
