MEMORANDUM OF AGREEMENT

BETWEEN

THE GENERAL SERVICES ADMINISTRATION (GSA)

AND

THE DEPARTMENT OF DEFENSE (DOD)

FOR THE

FEDERAL INFRASTRUCTURE MANAGEMENT PARTNERSHIP


I. BACKGROUND 

The President has stressed the need to modernize the Federal Government's processes through an immediate expansion and improvement of the National Information Infrastructure (NII). Several programs were initiated to address the im~lementation of central parts of the NII. 

The Electronic Messaging Program Management Office (PMO) was chartered in July 1994 by GSA, based upon the recommendations of the Office of Management and Budget (OMB) EMail Task Force. The Electronic Commerce Acquisition PMO (ECA PMO) was chartered by GSA, DoD and OMB in July 1994. The Federal Information Security Infrastructure PMO (SI PMO) was chartered in April 1995 by the Government Information Technology Service Working Group, DoD and GSA to address the security infrastructure recommendations of the National Performance Review Report on Information Technology. 

The efforts of these programs and related efforts require close coordination and cooperation. Therefore, DoD and GSA agree to establish a partnership to support the goals of these initiatives. 

II. PURPOSE 

To establish a partnership between DoD and GSA and among interested agencies to provide government­wide support, coordinate implementations across agencies, promote the use of a shared information infrastructure within government, design pilots, and make recommendations to resolve conflicts in implementation and funding for the shared infrastructure. 

III. GOALS AND OBJECTIVES 

Facilitate the achievement of an interoperable infrastructure supporting all Federal Government agencies and facilitating interoperability with State, Local and Tribal governments in serving customers. 

Facilitate infrastructure support and services to achieve the goals of Electronic Commerce. 

Promote a government­wide information security infrastructure by implementing Public Key and supporting security technologies while interacting with the private sector to achieve a single, efficient, effective, interoperable solution. 

Integrate the programs associated with the three program offices. 

V. ROLES AND RESPONSIBILITIES 

Initial Programs to be implemented through this partnership include the Electronic­Messaging Program, the Directory Program, the Security Infrastructure Program and the Electronic Commerce Infrastructure Program. Current programs will maintain their individual identity to facilitate management and resourcing. Additional programs may be identified as necessary in the future. 

DoD and GSA will facilitate the integration of Federal agencies infrastructures and supportin:, telecommunications systems into the NII. 

DoD and GSA additionally agree to support this effort by encouraging other Federal agencies to participate. 

VI.  RESOURCES 

GSA, as administrative lead, will provide the space and the necessary furniture, equipment (computers and telecommunications), and supplies. Administrative and contractual support, as required, will also be provided. 

DoD will provide an executive as a focal point to facilitate joint management of initiatives under this partnership. 

Each Program Office will develop recommended resource requirements and sources of funding for the duration of their program. 

DoD and GSA agree to cooperate on additional resources to support the partnership. 

VII.  REVIEW OF CHARTER 

This charter will be reviewed biennially for recommended changes and/or continuation.
