TEGL 08-08: ETA Outlines WIA Waivers to Assist States in the Development of Economic Strategies
The Employment and Training Administration has issued Training and Employment Guidance Letter (TEGL) 08-08 -- Use of the Workforce Investment Act of 1998 (WIA) Flexibility in Economic Recovery. This TEGL describes common waivers to the Workforce Investment Act of 1998 (WIA) and the Wagner-Peyser Act that may assist states as they develop economic recovery strategies.

The TEGL specifically addresses:

  • Adult and Dislocated Worker Program Funds Transfer
  • Reallocation Flexibility
  • Use of Local Funds for Statewide Activities
  • Use of Rapid Response Funds for Statewide Activities
  • Youth Training
  • Employer Match for Customized Training
  • Employer Reimbursement for On-the-Job Training

The TEGL also addresses Work-Flex authority and Wagner-Peyser waiver authority. Section 7 of the TEGL outlines the waiver request process.
