VA HUD & Independent Agencies Appropriations Act Signed Into Law By the President Today; Antarctic Bill Passed by Congress
In a White House Rose Garden signing ceremony that took place earlier today, the President signed into law the VA, HUD, and Independent Agencies Appropriations Act for FY 1997. The signing ceremony was used largely to highlight a provision in the act that guarantees women a 48-hour hospital stay after childbirth. Full Highlight

FY 1997 Appropriations Conference Moves to Completion
On Wednesday, September 18, House and Senate negotiators resolved their differences on H.R. 3666, the VA, HUD, and Independent Agencies Appropriations Act for FY 1997. For NSF, the conferees agreed on a total appropriation of $3.270 billion, an amount that is $50 million, or about 2%, over the FY 1996 level. Full Highlight

Appropriations Conference Expected This Week or Next
Congress returned from its Labor Day recess in early September and promptly debated and passed H.R. 3666, the FY 1997 VA, HUD, and Independent Agencies Appropriations bill. This bill includes funding for the National Science Foundation, as well as NASA, the Department of Housing and Urban Development, the Veterans Department, the Environmental Protection Agency and numerous other independent agencies.
