House Appropriations Committee Approves FY03 VA-HUD Appropriations Bill

The House Appropriations Committee approved the subcommittee
version of the FY 03 NSF budget without change today
providing the agency with a 12.8 percent increase,
or $614 million, over last year.
The Research and Related Activities account is increased
by 15.3 percent, or $551 million, which would put
it on course for doubling in five-years. Rates across
the directorates are very similar, with Biological
Sciences, Computer and Information Sciences, Engineering,
Geosciences, and the Mathematics and Physical Sciences
Directorates all slated for 15% increases. The Social,
Behavioral and Economic Sciences Directorate received
the requested 15.9 percent increase, within which
$6 million is directed to the children's research
initiative.
Within the Biological Sciences Directorate $75 million
is directed to plant genomics research and $26 million
for biocomplexity research. An additional $40 million
is provided above the request for Major Research Instrumentation.
The Major Research Facilities Equipment and Construction
account receives a 15% increase, or $21 million, over
last year. The requested level of funding is provided
for the Atacama Large Millimeter Array, the Large
Hadron Collider, the National Earthquake Engineering
Simulation, and the South Pole Station. The Committee
provides $25.5 million for the final installment of
the High-performance Instrumented Airborne Platform
for Environmental Research (HIAPER), and $24.7 million
for the IceCube Neutrino Detector Observatory in Antarctica.
EarthScope receives $40 million, $5 million above
the request; $10 million, half of the request for
Terascale Computing Systems; and the $12 million requested
for the National Ecological Observatory Network is
deferred without prejudice.
The Education and Human Resources Account receives
an 4.1 percent increase, or $36 million, over last
year. This includes $160 million of the $200 million
requested for the Math and Science Partnership program;
$177 million for the Elementary, Secondary and Informal
Education (up $5 million from the request); $95.7
million for Human Resources Development ($5 above
the request) with $2 million being added to the request
for the Lois Stokes Alliance for Minority Participation
program; $155.6 million for undergraduate education
($20 million above the request) including adds to
the request of $4 million for Advanced Technology
Education program, $13 million for the STEM Talent
Expansion Progam (STEP), and $3 million for the Robert
Noyce Scholarship Program; $86 for EPSCoR, an increase
of $11 million over the request.
The NSF Salaries and Expenses Account is increased
by 14 percent above the prior year, $17 million less
than the requested amount.
