It consists of a series of villages designed to encourage pedestrian activity, promote neighborliness and preserve the best of small town America. Most homes are designed to be within a quarter mile of a village center where an elementary school, a private swim club, public and private parks, shops and community services are concentrated. The community's vast network of pedestrian amenities include extra-wide sidewalks with human-scale lighting, pedestrian pass-throughs in cul-de-sacs, a variety of traffic-calming devices, pedestrian bridges over major roadways and many miles of walking and bicycle trails. A specially designed village pathway for walking and bicycling links all of the village centers. For every one acre developed in Otay Ranch, 1.18 acres is set aside for the Otay Ranch Nature Preserve, which is destined to become an open space system that restores and preserves natural resources, including sensitive habitats, special land forms, wildlife corridors and significant view corridors.
