Activities Underway

National Nuclear Safety Administration Management Council Briefing: Preparations continued in support of the briefing to be conducted in the Forrestal Bldg next week (July 15). The scope of the briefing will include results of safeguards and security, cyber security, emergency management, and environment, safety and health inspections, special reviews, and investigations conducted at NNSA sites from January 2004 to the present. Senior OA staff will accompany.

Office of Safeguards and Security Evaluations (OA-10)

Protective Force Management and Capabilities, Lock and Key, and Incident Reporting Special Reviews: The final reports are scheduled to be released next week (July 14). The NNSA administrator and his staff are scheduled to be briefed on the results of the special reviews July 15. Briefings with other headquarter and field managers will follow.

Data analysis has begun for the development of issues and recommendations concerning the protective force special review final report. All data collection activities have been completed and site-reports have beNevada Test Site (NTS) Safeguards and Security, Classified Cyber Security, and Emergency Management Combined Inspection: Preparations were completed for onsite data collection and coordination activities. The visit is key for planning Safeguards and Security (S&S) and Emergency Management (EM) combined performance testing (tabletop and force-on-force) activities. The purpose of these exercises is to develop protocols to be used for future combined performance testing. The force-on-force performance testing is scheduled to be used by OA-10 in developing ratings for protective force aspects of the inspection. The first combined performance activity will be a combined command post tabletop exercise that focuses on how the NTS protective force and selected elements of the NTS emergency response organization respond to a simulated emergency event. The second combined activity will consist of force-on-force performance testing with emergency management objectives.

SSA Communications Study: A draft report has been provided to management for review.

Secretarial S&S Initiatives: Work continued on developing detailed milestones the material consolidation and protective force initiatives.

Office of Cyber Security Evaluations (OA-20)

Thomas Jefferson National Accelerator Facility (Jefferson Lab) Unclassified Cyber Security Inspection: The final report is being developed.

Bonneville Power Administration (BPA) Cyber Security Inspection: Preparation for this inspection continued. A testing agreement is under development. Delays in receiving the signed test agreement and requested documentation are delaying announced external penetration testing.

Office of Emergency Management Oversight (OA-30)

Nevada Test Site (NTS) Safeguards and Security, Classified Cyber Security, and Emergency Management Combined Inspection: Tabletop performance testing involving only OA-30 is scheduled. Safeguards and Security and Emergency Management combined performance testing activities are also scheduled. The purpose of these exercises is to develop protocols to be used for future combined performance testing. As such, OA-30 is not planning to rate either activity. The first combined performance activity will be a combined command post tabletop exercise that focuses on how the NTS protective force and selected elements of the NTS emergency response organization respond to a simulated emergency event. The second combined activity will consist of force-on-force performance testing with emergency management objectives. OA-30 is planning on conducting rated tabletop exercises apart from OA-10.

Brookhaven National Laboratory (BNL) Emergency Management Corrective Action Plan (CAP): Development of comments to the CAP continued.

Savannah River Site ES&H and Emergency Management Corrective Action Plan (CAP): In coordination with the Office of Emergency Operations (NA-40), a formal request has been issued to the Savannah Operations Office to modify the final CAP to address deficiencies in the site's hazardous material screening process. A meeting is being scheduled for next week with EM and NA-40 to discuss OA the proposed corrective actions.

Office of Environment, Safety, and Health (ES&H) Evaluations (OA-40)

Oak Ridge National Laboratory (ORNL) ES&H Inspection: Onsite validation and closeout activities were conducted last week. Comments to the draft report are due to OA by July 16. Activities have been coordinated with the Office of Science (SC) and the EH Office of Enforcement.

Kansas City Plant ES&H Corrective Action Plan (CAP): The CAP is due to OA September 7.

Lawrence Livermore National Laboratory (LLNL) ES&H Inspection: Planning was initiated this week in support of onsite scoping activities.

Los Alamos National Laboratory (LANL) ES&H Inspection: Preparations continued in support of the onsite data collection activities.

Ambulatory Health Care Accreditation: The Accreditation Association of Ambulatory Health Care (AAAHC) will conduct a consultative survey for the Lawrence Berkeley National laboratory July 30. The consultative survey is intended to prepare the site for formal accreditation by the end of 2004. Oak Ridge National laboratory has applied for re-certification of their occupational medical program and plans are in place to conduct that survey July 26-27.

The Office of ES&H Evaluations continued to support the Department's effort to address Safety Management Challenges through the efforts of the Safety Management Challenge Task Force.

New Brunswick Laboratory (NBL) ES&H Inspection: An advance scoping visit is scheduled. The Director, OA, is scheduled to be in attendance. This visit is in support of the scheduled ES&H inspections.

SRS ES&H and Emergency Management CAP. The ES&H portion of the CAP was review and comments were provided to line organizations on July 7.

Kansas City Plant ES&H Inspection: The final report was distributed this week.
