Activities Underway

Office of Safeguards and Security Evaluations (OA-10)

Protective Force Management and Capabilities Special Review: The draft final report was reviewed by the OA Quality Review Board this week. The technical edit is scheduled to be completed next week. The final report will be issued in July. The report provides an overall assessment of protective force capabilities; lock and key programs; and incident, inquires, and infractions programs across the Department.

Nevada Test Site (NTS) Safeguards and Security, Classified Cyber Security, and Emergency Management Combined Inspection: A pre-inspection visit (team management and force-on-force performance testing coordination) was conducted this week. Onsite data collection of certain aspects of physical security systems are scheduled. Onsite planning activities in support of tabletop performance testing are also scheduled to be conducted. The visits will be key for planning Safeguards and Security (S&S) and Emergency Management (EM) combined performance testing activities. The purpose of these exercises is to develop protocols to be used for future combined performance testing. The force-on-force performance testing is scheduled to be used by OA-10 in developing ratings for protective force aspects of the inspection. The first combined performance activity will be a combined command post tabletop exercise that focuses on how the NTS protective force and selected elements of the NTS emergency response organization respond to a simulated emergency event. The second combined activity will consist of force-on-force performance testing with emergency management objectives.

S&S Directives Streamlining Initiative: Reviews continued of the directives that have been developed as part of this streamlining initiative. Comments are due to SO in early July.

Office of Cyber Security Evaluations (OA-20)

Thomas Jefferson National Accelerator Facility (Jefferson Lab) Unclassified Cyber Security Inspection: The draft report was reviewed by the Quality Review Board this week, and subsequently transmitted to the site for initial comments. Validation and closeout activities are scheduled.

Sensitive Compartmented Information Facilities (SCIF) Baseline Review: Initial inspection reports for PNNL and SRS, and final inspection reports for the KCP and INEEL were transmitted to IN and field personnel for review this week. Onsite data collection activities are scheduled to be conducted at SNL-NM. Reviews have been completed at Y-12, DOE Headquarters, LLNL, LANL, INEEL, KCP, PNNL, SRS, and Pantex. Four additional IN SCIF inspections are scheduled this year to complete the baseline review. The full baseline review is scheduled to be completed in July. This activity is being conducted at the request of IN and pursuant to the Federal Information Management Security Act (FIMSA) requirements for independent security evaluations of information systems.

Nevada Test Site (NTS) Safeguards and Security, Classified Cyber Security (CS), and Emergency Management Combined Inspection: Onsite scoping activities were conducted this week (June 14-18) to support planning for this inspection. Preparations continue for this combined inspection. Cyber Security activities are scheduled to be conducted simultaneous to the other two inspection offices' activities. Onsite cyber security data collection activities are scheduled.

Bonneville Power Administration (BPA) Unclassified Cyber Security Inspection: Preparation for this inspection continued. A testing agreement is under development with announced external penetration testing scheduled.

Office of Emergency Management Oversight (OA-30)

Nevada Test Site (NTS) Safeguards and Security, Classified Cyber Security, and Emergency Management Combined Inspection: Onsite scoping activities were conducted this week (June 14). Onsite planning activities in support of tabletop performance testing are scheduled. Both visits will be key for planning Safeguards and Security and Emergency Management combined performance testing activities. The purpose of these exercises is to develop protocols to be used for future combined performance testing. As such, OA-30 is not planning to rate either activity. The first combined performance activity will be a combined command post tabletop exercise that focuses on how the NTS protective force and selected elements of the NTS emergency response organization respond to a simulated emergency event. The second combined activity will consist of force-on-force performance testing with emergency management objectives. OA-30 is planning on conducting rated tabletop exercises apart from OA-10.

Brookhaven National Laboratory (BNL) Emergency Management Targeted Review: At the request of the Office of Science the due date for the interim corrective action plan was extended to June 25.

Hanford Site Emergency Management Targeted Review: The report is undergoing final editing and is scheduled to be published in late June.

Savannah River Site ES&H and Emergency Management Inspection: The interim corrective action plan has been reviewed and comments have been provided to SR. One of the proposed corrective actions does not adequately address an issue associated with the sites hazardous material screening process. The Office of Environmental Management is reviewing the final corrective action plan.

Office of Environment, Safety, and Health (ES&H) Evaluations (OA-40)

Independent Oversight Investigation of Worker Vapor Exposure and Occupational Medicine Program Allegations at the Hanford Site: The Senate Energy and Natural Resources committee conducted hearings this week (June 17) concerning the investigation report and other Hanford related matters. A memorandum is under development directing EM to address the findings and recommendations in the OA Investigation Report.

Oak Ridge National Laboratory (ORNL) ES&H Inspection: Onsite data collection activities were completed this week (June 17). Onsite validation and closeout activities are scheduled to be conducted. Activities have been coordinated with the Office of Science (SC) and the EH Office of Enforcement.

Kansas City Plant ES&H Inspection: The report is being finalized for approval and issue.

Los Alamos National Laboratory ES&H Inspection: Coordination with the site continued in support of this inspection. Onsite data collection activities are scheduled.

Savannah River Site ES&H and Emergency Management Inspection: The interim corrective action plan has been reviewed and comments have been provided to SR. Worker Safety Regulation: Continued to support the efforts of the 851 Executive Team.

Safety Management Challenge Task Force: Continued to support the Department's Safety Management Challenge Task Force.

Ambulatory Health Care Accreditation: The Accreditation Association of Ambulatory Health Care (AAAHC) is scheduled to conduct a consultative survey for the Lawrence Berkeley National laboratory in July. The consultative survey is intended to prepare the site for formal accreditation by the end of 2004. Oak Ridge National laboratory has applied for re-certification of their occupational medical program and plans are in place to conduct that survey in July. AAAHC conducted a re-certification survey at the Lawrence Livermore National Laboratory (LLNL) Health Services Department on May 24 25. Preliminary results of the survey appear very promising for LLNL to retain their AAAHC certification status for another 3 years. Final decision and notification by the AAAHC committee is expected by the week of July 26.

Pantex Plant Classified Cyber Security Inspection: The final inspection report was issued this week.
