Activities Underway

Office of Safeguards and Security Evaluations (OA-10)

Protective Force Management and Capabilities Special Review: Work continues on the development of the overall special review report. The final report will be issued in June and will provide an overall assessment of protective force capabilities, lock and key programs, incident inquires, and infractions programs across the Department. The results of the Pantex review were briefed to the NNSA security director this week.

Nevada Test Site (NTS) Safeguards and Security, Classified Cyber Security, and Emergency Management Combined Inspection: Planning for this inspection continued. An onsite coordination visit has been scheduled. Onsite data collection activities regarding aspects of physical security systems will be conducted. Onsite planning activities in support of tabletop performance testing are scheduled. The visits will be key for planning Safeguards and Security (S&S) and Emergency Management (EM) combined performance testing activities. The purpose of these exercises is to develop protocols to be used for future combined performance testing. The force-on-force performance testing is scheduled to be used by OA-10 in developing ratings for protective force aspects of the inspection. The first combined performance activity will be a combined command post tabletop exercise that focuses on how the NTS protective force and selected elements of the NTS emergency response organization respond to a simulated emergency event. The second combined activity will consist of force-on-force performance testing with emergency management objectives.

Composite Adversary Team (CAT): Preparations continued in support of the training. The Directors, SSA and OA are scheduled to attend.

CMPC Special Reviews: Management's review of draft special review reports is scheduled to be conducted on June 8.

S&S Directives Streamlining Initiative: Reviews continued of the directives that have been developed as part of this streamlining initiative. Comments are due to SO in early July.

Office of Cyber Security Evaluations (OA-20)

Thomas Jefferson National Accelerator Facility (Jefferson Lab) Unclassified Cyber Security Inspection: External penetration testing was concluded this week and a preliminary draft report is under development. Validation and closeout activities have not been scheduled.

Pantex Plant Classified Cyber Security Inspection: A final inspection report is under development after receiving the site's response to the draft report.

Nevada Test Site (NTS) Safeguards and Security, Classified Cyber Security (CS), and Emergency Management Combined Inspection: Preparations continue for this combined inspection. Cyber Security activities are scheduled to be conducted simultaneous to the other two inspection offices' activities. Onsite cyber security data collection activities are scheduled.

Bonneville Power Administration (BPA) Unclassified Cyber Security Inspection: Initial discussions between the inspection team and site personnel have commenced. A document request was transmitted to the site this week. A testing agreement is under development with announced external penetration testing scheduled.

Office of Emergency Management Oversight (OA-30)

Nevada Test Site (NTS) Safeguards and Security, Classified Cyber Security, and Emergency Management Combined Inspection: Onsite scoping activities are scheduled. Onsite planning activities in support of tabletop performance testing are scheduled. Both visits will be key for planning Safeguards and Security and Emergency Management combined performance testing activities. The purpose of these exercises is to develop protocols to be used for future combined performance testing. As such, OA-30 is not planning to rate either activity. The first combined performance activity will be a combined command post tabletop exercise that focuses on how the NTS protective force and selected elements of the NTS emergency response organization respond to a simulated emergency event. The second combined activity will consist of force-on-force performance testing with emergency management objectives. OA-30 is planning on conducting rated tabletop exercises apart from OA-10.

Savannah River Site Emergency Management and Environment, Safety and Health Inspection: Discussions continued with the site regarding one of the proposed corrective actions that does not adequately address an issue associated with the hazardous material screening process utilized at the site.

Office of Environment, Safety, and Health (ES&H) Evaluations (OA-40)

Oak Ridge National Laboratory (ORNL) ES&H Inspection: Onsite data collection activities are scheduled. Activities have been coordinated with the Office of Science (SC) and the EH Office of Enforcement.

Kansas City Plant ES&H Inspection: Factual accuracy comments to the draft report were received on June 2. The report is being finalized for approval and issue.

Los Alamos National Laboratory ES&H Inspection: Onsite scoping activities were conducted this week (June 2 3). Coordination with the site continued in support of this inspection.

Pacific Northwest National Laboratory (PNNL) ES&H Inspection: Follow-up discussions continued with SC and the PNNL Site Office regarding the adequacy of some of the corrective actions developed as a result of the recent inspection.

Worker Safety Regulation: Continued to support the efforts of the 851 Executive Team.

Safety Management Challenge Task Force: Continued to support the Department's Safety Management Challenge Task Force.

Ambulatory Health Care Accreditation: The Accreditation Association of Ambulatory Health Care (AAAHC) conducted a re-certification survey at the Lawrence Livermore National Laboratory (LLNL) Health Services Department on May 24 25, 2004. Preliminary results of the survey appear very promising for LLNL to retain their AAAHC certification status for another 3 years. Final decision and notification by the AAAHC committee is expected by the week of July 26, 2004.

Office of Safeguards and Security Evaluations (OA-10)

NNSA Security Summit: Participated in the NNSA Security Summit, including two break-out sessions on NNSA materials consolidation initiatives and design basis threat (DBT) implementation. The objective of the Summit was for NNSA senior management and its security community to discuss and develop a path forward on implementing the Secretarial initiatives and the DBT by 2006.
