Activities Underway

Office of Safeguards and Security Evaluations (OA-10)

Sandia National Laboratories – New Mexico Comprehensive Inspection: Planning activities continue in support of the comprehensive inspection of SNL-NM. An on-site visit was conducted August 4-8 in preparation for the planned force-on-force performance testing.

Classified Matter Protection and Control Special Review: A CMPC special review was conducted at SNL-NM this week. The report will be developed next week in preparation for the Quality Review Board scheduled for August 13.

Idaho National Engineering and Environmental Laboratory Inspection: An OA-10 representative continues to prepare for the ES&H and Emergency Management inspection.

Office of Cyber Security Evaluations (OA-20)

Perimeter Scanning Project: OA-20 personnel, in partnership with the Office of the Chief Information Officer, are conducting a special study (Perimeter Scanning Project) to map out and characterize DOE’s network perimeter. This effort is to establish a baseline understanding of the magnitude and make-up of DOE computer systems exposed to the Internet in order to improve the Department’s protection posture. Testing has been completed for 49 DOE/NNSA sites. Testing is currently ongoing at three additional sites. Testing agreements are needed for the last two remaining DOE sites.

Unannounced Cyber Security Penetration Testing: A memorandum of understanding has been agreed upon with NNSA and the Office of the Chief Information Officer to establish the framework for unannounced penetration testing by OA. The unannounced cyber security penetration testing program will be used to supplement routine announced inspections. Efforts are underway to establish a white cell that will control unannounced testing activities. A pilot unannounced penetration test will be initiated within the next month with a volunteer site.

Annual Independent Evaluation of Classified Information System Security: As assigned by the DOE Order 205.1, and as required by the Federal Information Security Management Act (FISMA), OA is preparing an annual evaluation of DOE’s classified information system security program. A draft of the evaluation report has been prepared.

Cyber Security Inspection at the Sandia National Laboratories: Preparations are underway for conducting an announced cyber security inspection of Sandia National Laboratories in the September and October timeframe. A document request and inspection plan is being prepared

Office of Emergency Management Oversight (OA-30)

Combined Inspection of the Idaho National Engineering and Environmental Laboratory (INEEL): OA-30 and OA-50 continue planning for a combined inspection of INEEL in preparation for the two-week on-site data collection.

Office of Environment, Safety and Health Evaluations (OA-50)

Idaho National Engineering and Environmental Laboratory Inspection: The inspection plan has been issued. Team planning was completed and the team will begin onsite inspection activities as scheduled.

Pacific Northwest National Laboratory Inspection: Preparations have started for conducting a scoping visit at the Pacific Northwest National Laboratory.

Yucca Mountain Management Assessment: Planning for the scoping visit is in progress. A meeting was held with the Director Office of Radioactive Waste Management and the Director OA regarding the assessment. This assessment is being conducted at the request of the of the site manager to provide an independent assessment of the effectiveness of their management systems.

Nevada Test Site Special Review Work for Others Program: Planning for the scoping visit is in progress. This special review is being conducted at the request of the NTS Site Office Manager to provide an independent assessment of the effectiveness of their ES&H management systems related to the Work for Others Program.

Comments of DOE Guide G 424.1-1, Implementation Guide For Use In Addressing Unreviewed Safety Question Requirements: Comments and recommended changes to the guide are being developed based on observations regarding the conduct of the USQ process during ES&H Inspections. The comments will be provided to EH.

Activities Completed

Office of Safeguards and Security Evaluations (OA-10)

SNL-NM Special Review: The report has been finalized and distributed. The results of this special review have identified major issues with security management and practices at SNL-NM.

Performance measures for the Foreign Visits and Assignments were approved by management and provided to SO.

Inspection Reports: The PNNL and Hanford inspection reports have been approved and distributed.

Order Review: Comments on draft order 142.A, Classified Visits and Travel Involving Foreign Nationals, were posted on RevCom.

Office of Environment, Safety and Health Evaluations (OA-50)

Suspect/Counterfeit Items (S/CI) Special Study: The special study was conducted in two phases encompassing both the Department’s headquarters and field elements of the S/CI program. The onsite reviews included Los Alamos National Laboratory, Savannah River Site, Kansas City Plant, Hanford, River Protection Project, Oak Ridge National Laboratory and Pantex Plant. The Deputy Secretary signed a memorandum issuing the report on August 6. A briefing on the results is scheduled with the DNFSB on August 18.

The Director OA-50 and selected staff participated in a deposition regarding an investigation at the Paducah Gaseous Diffusion Plant.
