Weekly Highlights for December 16 – 20, 2002

 

Activities Underway

 

Office of Safeguards and Security Evaluations (OA-10)

 

The report preparation phase of the LANL inspection is in process; closeout is scheduled for December 20.

 

Work continues by the OA Headquarters Security Officer to update the OA Safeguards and Security Procedure (due next week).

 

Preparation for CAT training in January continues.

 

Report preparation for the special CMPC review of LANL is underway.

 

Excerpts from the new Design Basis Threat draft were provided (informally) by SO for review.  These excerpts deal directly with those areas of the previous draft that received significant OA input.

 

Office of Cyber Security Evaluations (OA-20)

 

The Perimeter Scanning Special Study is continuing.  Vulnerability scanning has been completed for 18 DOE sites.  Discussions are ongoing with a number of additional sites to coordinate testing activities. 

 

OA-20 has initiated discussions with Savannah River personnel in preparation for the cyber security assessment scheduled for the first quarter of 2003.

 

Office of Emergency Management Oversight (OA-30)

 

OA-30 and OA-50 are planning an inspection of Sandia National Laboratories, New Mexico

(SNL-NM).  A site visit is planned to coordinate emergency management performance tests.  Discussions will include the Kirtland Air Force Base Fire Department to understand their role and responsibilities in a SNL-NM emergency response.

 

OA-30 is planning a conference call with the emergency management program staff of the Office of Transportation Safeguards on January 6.  Key documents are being provided to OA to assist in the inspection planning.  A scoping visit has been scheduled to support the data collection visit scheduled for later in the first quarter of 2003.

 

OA-30 and OA-10 will be sharing perspectives and exploring opportunities for combining elements of emergency management and security within inspection performance tests.

 

OA-30 is developing an approach for a “Summary Report of Emergency Management Program Status.”  Inspection data collected from 2000-2002 is being reviewed and analyzed.  The results will provide the status of key sites since the OA 1999 follow-up report and provide insight for targeting future inspection activities.  These efforts are anticipated to be completed in January 2003.

 

Office of Environment, Safety and Health Evaluations (OA-50)

 

The interim corrective action plan for the Nevada Test Site (NTS) inspection has been received.  Comments on the ES&H volume were provided to the site. All of the inspection findings have been entered into CATS.

 

Factual accuracy comments on the Pantex inspection report have been provided by the site and have been incorporated into the report as appropriate.  Final technical editing of the report is ongoing.

 

Coordination of the upcoming safety and emergency management inspection at the Sandia National Laboratories continues.  The inspection plan was provided to the site on December 16, 2002.  This plan describes the inspection activities that have been tailored to Sandia operations.

 

Coordination of the upcoming safety management inspection at the Y-12 National Nuclear Security Complex continues.

 

An OA-50 annual report is being developed to summarize trends and observations from ES&H reviews since the formation of OA-50.

 

OA continues to provide support to GC and ME in responding to the document request associated with the subpoena in the civil case for the Gaseous Diffusion Investigation conducted by the Department of Energy in 1999-2001.

 

Activities Completed

 

Office of Safeguards and Security Evaluations (OA-10)

 

The final draft of the ANL-W Inspection Report has been completed and is ready for distribution.

 

Office of Cyber Security Evaluations (OA-20)

 

The Cyber Security Evaluation of the Los Alamos National Laboratory was completed by OA-20. 

 

Office of Emergency Management Oversight (OA-30)

 

OA-30 and OA-50 conducted a conference call to discuss comments on the interim corrective action plan for the Independent Oversight Inspection of Environment, Safety, and Health Management and Emergency Management at the Nevada Test Site, October 2002.  The final report was issued November 21, and a final corrective action plan is due January 22, 2003. 

 

Office of Environment, Safety and Health Evaluations (OA-50)

 

OA-50, working with the Accreditation Association for Ambulatory Health Care (AAAHC), completed the re-accreditation survey for the Brookhaven National Laboratory occupational medical program on December 11-12, 2002.  A formal report from the AAAHC accreditation committee is expected in 4-6 weeks.
