Activities Underway

Office of Safeguards and Security Evaluations (OA-10)

Plans have been completed for the June 26 meeting of subject matter experts to update the protective force inspection guide and the development of new/revised inspection techniques.

The review of the Pantex interim CAP and LLNL final CAP continues.

OA-10 continues to coordinate the annual OA security self-assessment scheduled for July 8.

Initial SAP inspection is on schedule for Headquarters.

The OA-10/Eagle Research-developed modification to the BATLE neutralization computer code is undergoing further modification and review.

OA-10 drafted, for the Deputy Secretary, memorandum and guidance for the implementation of a site safeguards and security quarterly status report.

Office of Cyber Security Evaluations (OA-20)

OA-20 completed the data collection for the inspection of the Rocky Flats Field Office and Rocky Flats Environmental Technology Site and completed the development of the draft inspection report and closeout briefing.

OA-20 completed and distributed a plan for a special review of the SecureNet classified network. A site visit was completed, in early June, to Savannah River NNSA Area Office to collect data in support of the special review. Further visits have been planned to Sandia National Laboratories – New Mexico, Los Alamos National Laboratory, and Albuquerque Operations Office at the end of June.

Office of Emergency Management Oversight (OA-30)

OA-30 and OA-50 have completed the on-site data collection phase for the review at Lawrence Livermore National Laboratory. A draft report will be developed over the next two weeks.

OA-30 and OA-50 have prepared draft reports for the combined Argonne National Laboratory inspection. Factual accuracy comments and a preliminary corrective action plan for the draft report were received from the site on June 6.

OA-30 and OA-50 continue to plan for the combined review at the Waste Isolation Pilot Plant that will begin July 29. A scoping visit was completed the week of May 28.

OA-30 and OA-50 have initiated early planning for an inspection of the Nevada Test Site that will be conducted in September 2002. A series of conference calls with the Nevada Operations Office/NTS will be scheduled.

Office of Environment, Safety and Health Evaluations (OA-50)

OA-50 staff will revise the report that will analyze independent environmental protection program assessments that have been conducted at DOE facilities over the past several years.

Discussion continues between the Director of OA-50 and various site managers concerning the OA inspection team augmentation program. A Richland Operations employee is augmenting the LLNL ongoing inspection.

Processing of the resolution of comments regarding DOE Order 470.2A is ongoing. Discussions have been held this week with a number of headquarters and field organizations to further understand and resolve their comments. On June 19, the OA-50 Office Director addressed the corrective action management team to give the team a status on comment resolution and to answer questions.

A corrective action plan for the Hanford safety management inspection has been requested. The plan was due on May 28. EM has disapproved the CAP and a revised CAP is to be submitted to EM by June 27.

A corrective action plan for the LANL safety and emergency management inspection has been requested. The interim corrective action plan was received and reviewed by OA-30 and 50 staff and comments provided to the site. The final corrective action plan is due on July 23.

Factual accuracy comments and a preliminary corrective action plan on the draft Argonne National Laboratory-East environment, safety and health and emergency management inspection report have been received and reviewed by OA-30 and 50 staff and comments provided to the Argonne Area Office.

A report to document the results of the re-accreditation survey conducted at the Pantex Plant on May 20-21 is being drafted.

Coordination and conduct of the safety and emergency management inspection at LLNL continues. The team is currently conducting the 2-week onsite data collection activities from June 9-21.

Coordination of the upcoming safety and emergency management inspection at WIPP continues. OA-30 will provide the team leader for this inspection.

The OA-50 criticality expert continues to support/participate in the Criticality Safety Support Group (CSSG). The expert is auditing the Advance Criticality Safety Training in Los Alamos, on June 17-20.

Several OA-50 staff members completed an 8-hour Hazwopper training course on June 20.

Many of the OA-50 staff completed the Annual Headquarters Occupant Emergency Plan Training.

OA has requested an overall schedule of activities and copies of completed reports regarding the status of line actions to address the DNFSB concerns regarding the effectiveness of ISM for BJC activities at ORO. Many of the documents have been received, but an overall schedule is yet to be provided. A follow-up meeting will be scheduled upon receipt of all of the requested documents.

Coordination and exchange of management systems strategies between OA and the Nuclear Safety Directorate in the United Kingdom continue. Areas of mutual benefit include inspections and review methodologies and exchanges, safety performance indicators, measuring contractor performance, and training of inspectors. OA senior management will meet with the Director of Nuclear Safety/HM Chief Inspector of Nuclear Installations on June 26. Discussions are ongoing between the two organizations for upcoming visits including a visit by senior OA managers to the UK in late July 2002.

Completed distribution of personnel security special review report.

Represented OA at a meeting to discuss protection requirements for radioactive standards and sources.

Participated in a teleconference security education quality panel meeting.

Attended a meeting for Headquarters Security Officers.
