Highlights for May 13 - 17, 2002

Activities Underway

Office of Safeguards and Security Evaluations (OA-10)

Work is continuing on the preparation of the draft personnel security special review report. Initial draft is to be completed by May 20 and the final draft report will be ready for management review May 23.

Activities continue concerning planning for annual training of the Composite Adversary Team, and the Tonopah Inspection.

Awaiting Secretarial/SAPOC approval of the SAP Inspection Guide and Implementation Plan. An internal security plan for handling SAP materials during inspections was forwarded to management for review.

Review of the CMPC Inspector’s Guide is ongoing with a new revision to be out before the SAP inspections begin.

Following up with RFETS Security Management on issues from the planning meeting.

Continued work on OA response to Hamre Commission draft report.

Began work on finalizing team selection for OTS inspection. Draft memo sent forward for management approval.

Office of Cyber Security Evaluations (OA-20)

OA-20 continues to prepare for an inspection of the Rocky Flats Field Office and Rocky Flats Environmental Technology Site.

Office of Emergency Management Oversight (OA-30)

OA-30 and OA-50 have begun initial planning for upcoming combined reviews at the Waste Isolation Pilot Plant (WIPP) and the Nevada Test Site. The scoping visit for the WIPP inspection will be conducted May 29-30.

OA-30 continues to plan for the upcoming combined review at Lawrence Livermore National Laboratory. One OA-30 staff member will be onsite May 22-23 to begin formal planning with a designated site trusted agent for tabletop performance tests.

OA-30 and OA-50 have prepared draft reports for the combined Argonne National Laboratory-East inspection for the Quality Review Board review (to be completed this week). Draft reports are to be transmitted to the site by May 18 in preparation for site validation the week of May 20.

Office of Environment, Safety and Health Evaluations (OA-50)

OA-50 staff members participated in the regular conference call on the DOE/EFCOG Chemical Safety Topical Committee (CSTC).

OA-50 staff will revise the report documenting the analysis of independent environmental protection program assessments that have been conducted at DOE facilities over the past several years.

Discussion continues between the Director of OA-50 and various site managers concerning the OA inspection team augmentation program. A Richland Operations employee will augment the LLNL team during the upcoming inspection.

OA-50 has completed review of comments provided by the LPSOs and DNFSB staff on the modifications to DOE Order 470.2A to reflect the transfer of ES&H from EH to OA. Comment resolution was entered and submitted through the RevCom process on May 13.

A Corrective Action Plan following the Hanford inspection completed in February 2002 is due to OA on May 28. EH and EM senior managers have been briefed on the inspection results. A briefing is scheduled with the DNFSB on May 20.

A briefing to discuss the results of the LANL inspection for the NNSA Administrator was conducted on May 10. The team leader discussed the LANL preliminary action plan with the site management. With one exception, OA did not have specific comments on the CAP. A briefing is scheduled with the DNFSB on May 20.

The combined OA-30 and OA-50 Argonne National Laboratory-East (ANL-E) inspection team completed onsite data gathering activities and began drafting the report. Site validation will begin during the week of May 20.

A medical program re-accreditation survey is scheduled for Pantex on May 20-21. Memorandums announcing the site visit have been distributed and the site has submitted the required pre-survey materials to the AAAHC for review.

The OA-50 criticality expert continues to support/participate in the Criticality Safety Support Group (CSSG) and will be attending the Nuclear Criticality Safety Program 5-Year Plan Workshop in Las Vegas May 20-24.

A meeting was held with SC and EM management to discuss the status of line actions to address the DNFSB concerns regarding the effectiveness of ISM for BJC activities at ORO. OA received a copy of the CAP with the understanding that changes are expected that would yield more effective identification of root causes. OA has requested an overall schedule of activities and copies of completed reports. A follow-up meeting will be scheduled upon receipt of the requested documents.

Coordination and exchange of management systems strategies between OA and the Nuclear Safety Directorate in the United Kingdom continue. Areas of mutual benefit include inspections and review methodologies, safety performance indicators, and training of inspectors.

OA-50 management and staff are coordinating with OA-30 management on the upcoming scoping visit to WIPP. OA-30 will provide the team leader for this inspection.

Activities Completed

Office of Safeguards and Security Evaluations (OA-10)

Completed a visit to OTS in preparation for the upcoming site analysis project.

Office of Cyber Security Evaluations (OA-20)

OA-20 completed a cyber security assessment of a petroleum pipeline distribution system and presented the results to the chief operating office of the pipeline company on May 13. This assessment is part of a Departmental pilot, through the Office of Energy Assurance, to identify vulnerabilities associated with the national energy critical infrastructure.

Office of Emergency Management Oversight (OA-30)

Two members of the OA-30 staff observed the performance of the Headquarters Emergency Management Team (Forrestal Emergency Operations Center) during a Y-12 emergency management exercise. OA-30 will develop a list of observations and discussion items and provide them informally to SO-40 for consideration.

OA-30 and OA-50 completed the onsite inspection of Argonne National Laboratory-East.

Office of Environment, Safety and Health Evaluations (OA-50)

OA 50 and OA-30 briefed the NNSA Administrator on the results of the recently completed LANL inspection.

The evaluation plan for the safety and emergency management inspection of LLNL was completed.

A staff member attended a training class on groundwater investigations in Billings, Montana during the week of May 13.
