FDA Holding Public Meeting on Progress in Developing Feed Safety System

The Food and Drug Administration (FDA) is holding a public meeting to discuss the Agency's progress in developing a comprehensive, risk-based Animal Feed Safety System (AFSS) describing how animal feeds (individual ingredients and mixed feeds) should be manufactured, distributed, and used to minimize risks to humans and animals from unsafe animal feed. A good portion of the meeting will be devoted to obtaining public comments and assistance in consideration of this safety program to effectively minimize the hazards to public health posed by animal feed products. FDA envisions the AFSS as an umbrella regulatory program aimed at protecting human and animal health. It is intended to cover the labeling, production, and distribution of all feed ingredients and mixed feeds at all stages of manufacture, distribution and use.

The public meeting will be held on Tuesday, April 5, 2005 , from 8:00 a.m. to 5:00 p.m. , and Wednesday, April 6, 2005 from 8:00 a.m. to 12:15 p.m. at the Crowne Plaza Hotel , 655 North 108 th Avenue , Omaha , NE 68154 , telephone number -- 402-496-0850, fax number -- 402-493-8848. Room reservations are to be made directly with the hotel. You should identify the meeting as the “FDA Conference” to obtain the block pricing.

Although there is no registration fee for this meeting, registration is required. Due to limited meeting space and to adequately prepare for the meeting, early registration is strongly encouraged. The deadline for registration is March 11, 2005 .

On September 23 and 24, 2003, FDA held a public meeting in Herndon , Virginia to discuss the AFSS. Following the meeting, FDA placed a number of documents in the FDA Docket. These documents included a transcript of the meeting, summaries of break-out discussion groups, presentations of invited speakers and a summary of the meeting. The Agency stated that an AFSS should be comprehensive and risk-based. FDA has since drafted a Framework for the AFSS. The draft Framework document is posted on the FDA/CVM Home Page. This document will be discussed at the meeting. FDA also intends to discuss a draft risk-ranking model under development by the Agency for deciding relative risk among the numerous hazards that may be present in animal feed.

Interested individuals are e nc ouraged to submit comments on AFSS. Written comments may be submitted to the Division of Dockets Management (HFA-305), Food and Drug Administration, 5630 Fishers Lane , Room 1061, Rockville , MD 20852 . Two copies of written comments are to be submitted, except that individuals may submit one copy. Electronic comments may be submitted. Comments should be identified with the full title and Docket number 2003N-0312 . It would be helpful if comments were submitted by March 4, 2005 .
