Why wouldn't you want to test all food for every possible thing that may harm ANY American?!!

If it isn't the US govt. sending the Hoof & Mouth disease to England, then why aren't they trying to find out who did it--it doesn't just appear with no rhyme or reason. 
Find out if it is Saddam or who the hell is ruining all our livestock!!!!!
