My reasons are as follows: 1) Downed animals too sick or injured to stand should not enter the human food chain because of increased risk of bacterial contamination and 2) there is no humane way to move a downed animal; such animals are typically dragged with chains, lifted with a forklift, or prodded and beaten to get them to move. Downed animals comprise a very small pecentage of animals slaughtered; thus, prohibiting their marketing would not cause undue economic hardship.
