A downed animal is one that is too sick or injured even to stand and thusly should not be introduced into the human food chain. It is impossible to humanely move a downed animal. These animals comprise a small percentage of all animals slaughtered. Prohibiting their marketing would not cause an economic hardship. Thank You, Dorothy Pananen
