Duties And Responsibilities: Under the supervision of the Staff Management Auditor, the incumbent will conduct the less complex external and/or internal audits, including performance audits of training contracts between the Employment Training Panel (ETP) and private employers and training consortiums. The incumbent will assist in the more complex audits under the direction of an Associate Management Auditor. The duties and responsibilities include, but are not limited to, the following:

70% Conduct program audits of completed training Agreements to provide management with reasonable assurance that ETP funds are spent in accordance with applicable laws, regulations, and policy. Conduct special audits and investigations of the less difficult and complex Agreements. Prepare audit working papers to include indexing and cross referencing which facilitate reference to the evidence that is supporting the findings and conclusions. Develop sound audit conclusions based on a detailed analysis of training and payroll records by following audit program procedures and proper application of agreement terms. Clearly and concisely write original audit findings and prepare draft and final audit reports effectively using the current templates. Position may report to a lead auditor regarding the day-to-day progress of work.

15% Examine ETP organizational operations, management controls, review organizational policies and procedures, and evaluate the effectiveness of operations in terms of the resources available to the Panel. Provide technical assistance to program management, internal staff, contractors, and other participating organizations to ensure that ETP's procedures and instructions are followed.

5% Evaluate, research, and resolve the less complex audit findings. Make recommendations to Executive Staff and the Panel on audit findings, as well as fiscal and monitoring appeals.

5% Investigate contractors suspected of violation of laws, rules, or regulations. Obtain and present facts and evidence to support administrative action and to support the Panel's action for the possible criminal prosecution of employers/contractors suspected of violating legal provisions.

5% Other duties as assigned.

Note: Understand and practice Total Quality Management principals on a daily basis, with emphasis on exceptional service to meet customer needs. Participate as a team member on quality improvement teams and/or work groups. Maintain a positive work atmosphere by communicating and interacting in a manner that is harmonious with customers, clients, co-workers, and management, and is conducive with ETP's overall mission. A college degree with 6 units of accounting and/or prior performance auditing experience is highly desirable. Position includes the use of a personal computer on a daily basis. Experience in Microsoft Word and Excel is preferred. Travel for this position is anticipated to be approximately 25%, throughout the state.

Special Requirements: Must have a four year degree and 6 semester units of accounting. Applicant must submit evidence of graduation from college or university prior to appointment. Only the most qualified candidates will be scheduled for an interview.
