Duties And Responsibilities: Under the direction of the Executive Director, the incumbent fulfills the role of Chief of the Audits and Operations Branch for the organization. As the Branch Chief, the incumbent plans, organizes, and directs the activities of the Audits Unit and ETP's four Regional Field Offices. The incumbent works closely with interdisciplinary groups in the formulation of program policy. Duties include but are not limited to the following:

60% Provides leadership and guidance, through the subordinate managers of the Audits Unit and ETP's four Regional Field Offices, to staff carrying out complex, specialized and critical organizational functions. Direct and supervise professional staff in contract development and monitoring. Supervision will include formulating, assisting and reviewing the work of subordinates located in the Sacramento, San Francisco Bay Area, North Hollywood, and San Diego Regional Field Offices. Incumbent will ensure consistent application of Panel Policy statewide. Provides supervision and oversight to a group of auditors who perform varied and complex performance/compliance and internal audits. Acts as a liaison to facilitate prompt and efficient resolution of issues brought forward by ETP customers and stakeholders. Coordinates ETP activities in large and complex projects undertaken in partnership with public and private entities.

35% Provides front-end involvement and consultation in policy development and program design to the Panel and the Executive Director. In consultation with the Executive Director, the incumbent develops viable recommendations pertaining to the agency's position on various legislative, budgetary, and economic development issues with the Employment Development Department, Department of Finance, and Labor & Workforce Development Agency. Evaluates ETP program operations, designs new program areas, oversees program implementation, and assesses program effectiveness. Works closely with interdisciplinary groups including contractors, business and labor, staff and other stakeholders on a variety of complex and politically sensitive policy issues affecting the ETP program.
