Secretary's Council On National Health Promotion and Disease Prevention
Objectives for 2010
The Secretary's Council on National Health Promotion and Disease Prevention Objectives for 2010 is established to provide advice and assistance to the Secretary and the Department of Health and Human Services in the development of health promotion and disease prevention objectives to enhance the health of Americans by 2010.
42 U.S. Code 217a, Section 222, of the Public Health Service Act, as amended. The Council is governed by the provision of Public Law 92-463, as amended (5 U.S.C., Appendix 2), which sets forth standards for the formation and use of advisory committees.
The Secretary's Council on National Health Promotion and Disease Prevention Objectives for 2010 shall advise the Secretary and the Assistant Secretary for Health and Surgeon General regarding national health promotion and disease prevention initiatives, in particular the work to develop goals and objectives to enhance health status and reduce health risks for Americans. The Council shall be charged to:
- Provide to the Secretary advice and
consultation to facilitate the process of developing and implementing
national health promotion and disease prevention goals and objectives;
- Provide important links with the private sector
to ensure their involvement in the process of developing and
implementing those objectives;
- Through those links with the private sector,
enhance the prospects of tying together similar health promotion and
disease prevention efforts throughout the private and voluntary sectors.
- Provide oversight and guidance for the initiative during the initial implementation phase of the goals and objectives.
The Council shall be chaired by the Secretary of Health and Human Services with the Assistant Secretary for Health as Vice Chair. The council shall consist of Operating Division Heads of the Department of Health and Human Services and the former Assistant Secretaries for Health. The
total membership may be increased by the addition of Assistant Secretaries for Health as they resign from office.
Management and support services shall be provided by the Office of Disease Prevention and Health Promotion, Office of Public Health and Science.
Meetings shall be held approximately once a year, at the call of the Chair and Vice Chair, who shall also approve the agenda.
Meetings shall be open to the public except as determined otherwise by the Secretary. Notice of all meetings shall be given to the public.
Meetings shall be conducted and records of the proceedings kept as required by applicable laws and Departmental regulations.
Members shall not receive compensation for their
services but shall be paid travel and per diem expenses in accordance with
standard travel regulations.
The estimated annual cost for operating the Council, including travel and per diem expenses for members but excluding staff support is $11,000.00. The estimated annual person years of staff support required is .45 at an estimated annual cost of $35,000.00.
In the event a portion of a meeting is closed to the public, a report shall be prepared containing, as a minimum, list of members and their business addresses, the Committee's functions, dates and places of meetings, and a summary of committee activities and recommendations made during the fiscal year. A copy of the report shall be provided to the Department Committee Management Officer.
Unless renewed by appropriate action prior to its expiration, The Secretary's Council on National Health Promotion and Disease Prevention Objectives for 2010 will terminate on September 5, 2002.
