The Graduate School's Center for State and Local Government, with its focus on program
implementation as opposed to policy, is unique as an educational institution. We help state and local leaders to
accomplish their day-to-day work as effectively and efficiently as possible, in ways that help them achieve their
organizational objectives and serve their constituencies. The center stresses three tenets necessary for successfully
implementing public programs: performance, accountability and change.
