Subject: increases in allocations

Greetings Seaborg users, DOE will be allocating the rest of FY 2004 Seaborg time by the end of December. Meanwhile DOE has decided to allocate one more month's worth of time to most repositories (repositories with no usage or very little usage did not receive increases).
