    Promotion Preparation Subcommittee

Chair: CDR Michelle Jordan Garner       MJordan@hrsa.gov

The Promotion Preparation Subcommittee develops materials and documents that support officers in preparing for promotion review each year. There is a recommended format for the curriculum vitae and cv cover sheet with guide to complete it that officers are advised to follow when submitting these documents to their OPF. (Last updated December 2006) There also is a recommended format for listing your continuing education and training in your OPF. Finally, in December 2006, a new checklist was developed to assist officers in career development and promotion preparation. (These documents are in pdf format.)

The annual Commissioned Officers' Effectiveness Report (COER) is another OPF document in the OPF that is reviewed by promotion boards. Officers have an opportunity to present themselves annually to both their rater and the promotion board via Attachment I of the COER. Officers may consult the attached guidance developed by the CPOs in developing their attachment.

Benchmarks are the criteria that the promotion board will use to evaluate officers. They were first established during the 2004 Promotion Year. Relative weightings used during that promotion cycle are shown in parentheses.

    1. Performance (40%)
    2. Education, Training, and Professional Development (Professional Qualifications) (15%)
    3. Career Progression and Potential (25%)
    4. Characteristics of Career Officer and Service to the Corps (15%)
    5. Deployment Readiness (5%)
Details of the benchmarks are category-specific and are updated yearly. PY 2009 benchmarks are available for review in pdf format.

Officers in the Reserve Corps interested in applying for assimilation to the Regular Corps are advised to consult the CCMIS web page and additional program information (pdf format document). Please consult February 2005 information updated by OCCO along with the corrected checklist and an OCCO approved sample application memo, and a CDC generated comparison between the regular and reserve corps (all in pdf format).
