The objectives of the Sandia Facilities Management and Operations Center's (FMOC) Engineering Standards Program are to:
  • Issue and update Standard Documents that contribute to the FMOC's goals.
  • Maintain cost-effective compliance with applicable DOE Orders; international, national, and local Codes; and associated regulations.
  • Provide Standard Documents that clearly define the desired level of quality and performance required for FMOC engineering design, construction, and operations.
  • Reduce first-time (construction) costs by moving toward commercial and industry standards while not increasing life cycle costs.
  • Improve access to FMOC Standard Documents and related information.

Facilities Design Standards Manual overview
The Design Standards Manual is written for Facilities in-house or contract Architect/Engineers (A/Es) who design new facilities, or who design modifications to existing facilities for Sandia National Laboratories (SNL). Contents of the manual represent institutional knowledge derived from years of Design, Construction Management, Operations, and Maintenance by the Facilities Management and Operations Center (FMOC). To be more efficient and effective in managing SNL’s extensive construction and drawing files, individuals performing design work, including CDRs and Design Criteria, should always reference this manual.

The Design Standards Manual has several chapters which describe general standards and processes that apply to all FMOC projects, procedures for development of DOE-mandated design milestone documents,quality assurance and project management considerations, facility systems commissioning, plus chapters dedicated to the specific architectural and engineering disciplines.

Unless the Design Manual or Construction Specifications state otherwise, Sandia expects its designs to conform to the following national and international Codes:

  • 2006 International Building Code
  • 2006 International Existing Building Code
  • 2006 International Fire Protection Code
  • 2006 International Plumbing Code
  • 2006 International Mechanical Code
  • 2008 National Electrical Code (NFPA 70)
  • 2004 Standard for Electrical Safety in the Workplace (NFPA 70E)
  • 2007 National Electrical Safety Code (IEEE C2-2007)
  • 2006 International Energy Conservation Code

Telecommunications Systems Design Guide overview
The Telecommunications Systems Design Guide is an adjunct to the Design Standards Manual and covers the design of Sandia's telecommunication systems, to include Intermediate Distribution Rooms (IDRs), backbone cabling, and backbone raceway systems for intra-building telecommunications systems. Requirements for both new construction and building remodeling are included. The Guide provides criteria to lay out and design an IDR, and to design an associated horizontal backbone fiber and copper conductor distribution system for both RED (classified) and BLACK (unclassified) telecommunication media for intra-building telecommunication systems.

Facilities CADD Standards Manual overview
The Computer-Aided Design and Drawing (CADD) Standards Manual is an adjunct to the Design Standards Manual and contains specific information related to Sandia's CADD standards and processes. It is not intended as documentation for the general use of commercial CADD software, but as documentation of the processes for drawing standardization, whether by software or by hand.

The CADD Standards Manual consists of general chapters of information about buildings, file management, drawing symbology, cell libraries, and processes. Other chapters address standards specific to the architecture and engineering disciplines. In addition, the Civil and Exterior Utilities and Exterior Power chapters contain information needed to create exterior drawings.

Facilities Standard Construction Specifications overview
The Facilities Construction Specifications include both Standard Construction Specifications, Master Construction Specifications, and selected Special Construction Specifications. The Standard Specifications contain Sandia's requirements that typically are used in their entirety without modification. The Master Specifications offer a broader range of requirements, and must be edited before use on a project. The Special Specifications have been edited and are specific to a project, reflecting the exact requirements used therein. In general, the Specifications are written in accordance with the Construction Specifications Institute (CSI) “Manual of Practice” and are organized in traditional CSI standard Divisions 1 through 16.

Facilities Standard Drawings overview
The Facilities Standard Drawings are used to facilitate the design definition and delivery process by providing typical details and templates for incorporation into design packages. Although all of the drawings are called Standard Drawings, there are actually three categories of standard drawings:

  • Standard Drawings & Details - Used as-is for construction. Modifications to these drawings are not permitted beyond project-specific title block additions.
  • Standard Drawing Templates - Used as a starting point to create a new building or utility drawing that will be assigned its own unique number and filed as such.
  • Standard Design Drawings - Used for design calculations and conceptual design layout. These drawings typically are not included in a construction set except for design-build projects.

Technical Security drawings & details are protected as FOR OFFICIAL USE ONLY, and only the index of these drawings is available on this site. If you believe you need a copy of any of the protected files, contact your Sandia Project Manager for transmittal by secure means.

Facilities Standard Forms and Templates overview
The Facilities Standard Forms and Templates are used to facilitate the design, development, and construction process by providing consistency in data gathering and presenting of information. Only the current revision level of these documents is posted on this site. Superceded revisions are not archived. The Standard Forms on this site include, but are not limited to:

Training Documents overview
The Training documents page contains MS-PowerPoint presentations that have been given at various times as part of Sandia's mentoring and A/E partnership programs. More presentations will be added and updated as they become available. At present, the training materials include:

Update Notices overview
The Update Notices summarize the changes made to Sandia's Standard Documents during each quarterly update cycle (usually in March, June, September, and December). They are a rich-text (.rtf) copy of the transmittal e-mail and external address list for each update. An identical Update Notice is distributed within Sandia Labs. On rare occasions, an out-of-cycle update may be published for exceptionally urgent updates.

Please note the update process takes some time to accomplish and verify, and that new or revised documents may appear on the web site in the days prior to publication of the official Notices. Sandia's contract documents may require download and use of the most current documents on the web site, regardless of whether the Update Notice has been published.

Also note Sandia may correct typographical errors and make other minor changes in the web pages and related products at any time, and at its sole discretion. These changes may not be explicitly announced in the Notices if such error corrections do not affect the contractual intent of the Documents.
