In 1992, CDC began the Assessment Initiative by funding seven states for a five-year period. In September 2002, seven states received funds from CDC to assist them in enhancing assessment capacity. These seven states comprised the third installment of the Assessment Initiative.

Each cooperative agreement focuses on one of these areas:

History

In September 1997, six states received funds from CDC in the second funding cycle to assist them in enhancing assessment capacity,

Massachusetts
Minnesota
Missouri
New York
North Carolina
Oregon
Kansas*

Assessment Initiative projects funded from 1992-1996 were administered through the CDC National Center for Health Statistics. States funded were:

Iowa
Maine
North Carolina
Ohio
Oregon
Texas
Utah
Kansas*

Each state had an advisory group or steering committee with representatives from the state health department and from local health departments.

Common initial activities for the eight states included an inventory of health-related data systems and an evaluation of these systems based on the CDC Guidelines for Evaluating Surveillance Systems.

During the initial 5-year period, CDC programs conducted a number of developmental and capacity-building activities with funding from the Assessment Initiative, including:

Assignment of chronic disease epidemiologists to state health departments (National Center for Chronic Disease Prevention and Health Promotion)
Development of laboratory information systems (National Center for Infectious Diseases)
Epidemiological training and assessment of training needs (Epidemiology Program Office)
Community-level risk factor survey; video training modules on how to use public health data (National Center for Health Statistics)
Enhancement of CDC WONDER (Information Resources Management Office)

Representatives from participating CDC programs formed a working group to oversee Assessment Initiative activities.

* Kansas participated in the Assessment Initiative without direct CDC funding.
