The Small Business Program Office (SBPO) is located
in the Office of Facilities, Acquisition and Central Services.
This program is designed to help small businesses participate
in the Agency's procurement and contract activities. The program's
goal is to seek out and encourage small, small disadvantaged,
women-owned and HUBZone small businesses to provide the Agency
with needed products and services. Procurement activities include
the purchase of animals for research, animal feed, bedding,
cages, laboratory glassware, chemicals and supplies, research
studies, conference support, training, computer support services,
facilities support, and other related products and services.
The SBPO provides several types of assistance to small businesses
to increase their exposure to the FDA's program offices and
to compete for contract opportunities within the Agency. These
efforts include, but are not limited to the following:
- Advises the FDA staff and provides leadership and direction
for the socioeconomic program activities; including outreach
efforts to Historical Black Colleges and Universities (HBCUs)
and various other advocacy and minority groups.
- Plans, develops, and implements FDA-wide socioeconomic
program policies, procedures, practices, and goals.
- Maintains continual reviews and evaluation of small business
activities within the acquisition operations at the FDA to
ensure compliance with Federal, HHS, and FDA Acquisition
Regulations, Directives and Manuals.
- Plans and conducts procurement seminars, expos and conducts
one-on-one counseling sessions for contractors and others
in the business community.
In addition, the SBPO maintains liaison and serves as a focal
point for FDA small business matters with HHS and its Operating
Divisions, the Small Business Administration, other Federal
Agencies, Congressional Offices, State and Local Government
and other organizations.
