Healthy People 2010 Partnership

Memorandum of Understanding

Between

The Academy of General Dentistry

and

The U.S. Department of Health and Human Services:

  • National Institute of Dental and Craniofacial Research, National Institutes of Health
  • Health Resources and Services Administration
  • National Center for Chronic Disease Prevention and Health Promotion, Centers for Disease Control and Prevention
  • Indian Health Service
  • Office of Disease Prevention and Health Promotion, Office of Public Health and Science

This Memorandum of Understanding (MOU) is made and entered into between the U.S. Department of Health and Human Services (HHS) and the Academy of General Dentistry (AGD) regarding activities related to Healthy People 2010.

I. Purpose

The purpose of this MOU is to provide a framework for cooperation between HHS, acting through the Office of Disease Prevention and Health Promotion (ODPHP), Office of Public Health and Science (OPHS), and the four co-lead agencies for the Healthy People 2010 focus area on oral health--the National Center for Chronic Disease Prevention and Health Promotion, Centers for Disease Control and Prevention (CDC); the Indian Health Service (IHS); the Health Resources and Services Administration (HRSA); and the National Institute of Dental and Craniofacial Research, National Institutes of Health (NIH)--and the AGD for promoting the Healthy People 2010 oral health objectives with particular focus on three areas: 1) access to care, 2) training of workforce, and 3) education of the public, the profession of general dentistry, and policymakers. ODPHP coordinates the MOU for HHS.

II. Background

HHS, through CDC, IHS, HRSA, NIH and OPHS, and AGD share common priorities and interests in Healthy People 2010, including the elimination of oral health disparities. Each organization has unique competencies through which it addresses this goal. HHS and AGD recognize that, by forming a strategic partnership, they can capitalize on the individual strengths of each organization to achieve the Healthy People 2010 objectives for oral health and those of related interest (see attached list).

AGD, an organization of 37,000 general dentists, is uniquely positioned to provide national leadership through its mission to serve the interests of general dentists and to foster their continued proficiency through quality continuing dental education to better serve the public.

III. Statement of Responsibilities

In consideration of the above stated mutual interests and objectives, the parties agree to do the following:

HHS will:

  1. Partner with AGD for the purpose of communicating to key audiences the importance of the Healthy People 2010 oral health objectives and other related objectives;
  2. Monitor the health of the nation and progress toward the elimination of oral health disparities and the achievement of the Healthy People 2010 targets;
  3. Provide technical assistance, as resources allow, for data and implementation activities through the co-lead agencies and the work group for the Healthy People 2010 focus area on oral health;
  4. Produce such assistance, as resources allow, for promoting Healthy People 2010 through dissemination and implementation activities directed toward researchers, dental care providers, and the public; and
  5. Bring AGD together with other nongovernmental organizations that share a mutual interest in eliminating oral health disparities, promoting the goals of Healthy People 2010, and focusing on priority oral health objectives.

AGD will:

  1. Promote the development and implementation of appropriate proactive measures that will improve access to dental care. (See the Healthy People 2010 focus area on Oral Health, objectives 10 and 12, as well as objective 8 in the focus area on Access to Quality Health Services.);
  2. Expand the demand for and availability of dental continuing education opportunities that address the management of oral health needs of at-risk toddlers, children with special needs, and geriatric patients, as well as expand the knowledge of practicing dentists in the area of oral medicine and the relationship between oral and general health. (See the Healthy People 2010 focus area on Oral Health, objectives 1 and 2.);
  3. Work with other health care organizations to expand and elevate the knowledge of health care professionals, policymakers, and the public, with an emphasis on underserved communities, about the relationship between oral health and general health and oral disease prevention measures (e.g., self care, diet, fluoride, sealants, and tobacco use cessation);
  4. Promote health communication and health literacy through the development of appropriate oral health materials. (See Healthy People 2010 focus area on Health Communication, objectives 2 and 6.) Undertake similar efforts in school-based education programs such as “Open Wide, Trek Inside” curriculum originally developed by the NIH National Institute of Dental and Craniofacial Research. (See Healthy People 2010 focus area on Educational and Community-Based Programs.);
  5. Participate in the development and implementation of the National Oral Health Call to Action.
  6. Encourage AGD constituents to work locally on achieving the Healthy People 2010 objectives on oral health access, education, and workforce issues;
  7. Educate policymakers regarding the oral health objectives and objectives of interest in other Healthy People 2010 focus areas (see objectives list); and
  8. Promote meetings and publications addressing the Healthy People 2010 oral health objectives.

IV. Duration of the Agreement

It is mutually agreed upon and understood by the parties that:

  1. They will meet annually to review implementation of this MOU and to recommend any appropriate modifications;
  2. This MOU shall not restrict the parties from participating in similar activities or arrangements with other public or private agencies, organizations, or individuals;
  3. This MOU does not obligate any funds. Any joint endeavors involving reimbursement of funds among the parties to this MOU will be handled in accordance with applicable laws and regulations and will be subject to a supplemental agreement which shall be effected in writing by the parties;
  4. This agreement shall become effective upon signature by authorized officials from the United States Government and AGD and will remain in effect until modified or terminated by one or all of the parties, by mutual consent, or upon 60 days prior written notice. In absence of a mutual agreement by authorized officials to continue further this partnership, this agreement shall terminate 90 days after the second anniversary of the date on which the MOU goes into effect.
