Healthy People 2010 Strategic Partnership

Memorandum of Understanding

Among

American Heart Association and American Stroke Association, a Division of the American Heart Association

and

The Department of Health and Human Services:

  • Office of Public Health and Science,
    Office of Disease Prevention and Health Promotion
  • Centers for Disease Control and Prevention,
    National Center for Chronic Disease Prevention and Health Promotion, Division of Adult and Community Health
  • National Institutes of Health,
    National Heart, Lung, and Blood Institute,
    Office of Prevention, Education, and Control
  • National Institutes of Health,
    National Institute of Neurological Disease and Stroke

This Memorandum of Understanding (MOU) sets forth the terms and understanding among: the American Heart Association (AHA); Office of Disease Prevention and Health Promotion (ODPHP), Office of Public Health and Science, U.S. Department of Health and Human Services (HHS); the Division of Adult and Community Health, National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Centers for Disease Control and Prevention (CDC), HHS; and the Office of Prevention Education and Control, the National Heart, Lung, and Blood Institute (NHLBI), the National Institutes of Health, HHS, regarding activities related to Healthy People 2010, the Heart Disease and Stroke focus area of Healthy People 2010, and the Leading Health Indicators.

Background

The AHA, ODPHP, NCCDPHP, and NHLBI share common priorities and interests in Healthy People 2010, including but not limited to the Heart Disease and Stroke focus area and the Leading Health Indicators. Each organization has unique competencies through which it addresses these goals. These organizations realize that by forming a strategic partnership they can avoid duplication of efforts at the national, state, and local levels, as well as capitalize on the individual strengths of each organization to achieve the targets in Healthy People 2010.

Purpose

This MOU will maximize the investments in cardiovascular health made by AHA, ODPHP, NCCDPHP, and NHLBI. It establishes a mechanism whereby AHA, ODPHP, NCCDPHP, and NHLBI can partner to achieve improved communication, coordination, and collaboration. The purpose of this partnership is to catalyze progress toward the goals and targets set forth in the Healthy People 2010 Heart Disease and Stroke focus area, and improve the health of our communities and our nation, by means of programs, products, and services to:

  1. Prevent the development of risk factors for cardiovascular disease (CVD);
  2. Detect and treat risk factors for CVD;
  3. Achieve early identification and treatment of acute coronary syndromes and stroke; and
  4. Prevent recurrence and complications of CVD.

These goals will be accomplished by the following:

  1. Population- and community-based health education and health promotion activities;
  2. Coordination of a public awareness campaign and media activities, including signs and symptoms of heart attack and stroke, Leading Health Indicators for preventing risk factors and health risk behaviors for CVD;
  3. Activities to effect environmental and policy and system changes;
  4. Joint efforts to promote professional education and training, including joint presentations, co-hosting of national conferences, dissemination of best practices, and joint efforts to provide consultation on cardiovascular issues for conferences and workshops;
  5. Facilitation of relationship development, support, data collection, and resource sharing; and
  6. Sharing among organizations of scientific and information resources.

Reporting

The AHA President, Deputy Assistant Secretary for Health (Disease Prevention and Health Promotion), NCCDPHP Director, and NHLBI Director will jointly evaluate the effectiveness of this endeavor at the end of each year of cooperation in order to establish its future direction.

Funding

Nothing in this memorandum of understanding shall be deemed to be a commitment or obligation of Federal funds.

Duration

This MOU may be modified by mutual consent of authorized officials from the AHA and HHS. This memorandum of understanding shall become effective upon signature by authorized officials from the AHA and HHS and will remain in effect until modified or terminated by any one of the four parties by mutual consent or upon 60-days’ prior written notice. In the absence of a mutual agreement by authorized officials from the AHA and HHS to continue this partnership, this MOU shall end on June 30, 2002.
