This Memorandum of Understanding (MOU) is made and entered into
between the U.S. Department of Health and Human Services (HHS) and the American
Association for Dental Research (AADR) regarding activities related to
Healthy People 2010.
I. PURPOSE
The purpose of this MOU is to provide a framework for
cooperation between HHS, acting through the Office of Disease Prevention and
Health Promotion (ODPHP), Office of Public Health and Science (OPHS), and the
four co-lead agencies for the Healthy People 2010 focus area on oral
health--the National Center for Chronic Disease Prevention and Health Promotion,
Centers for Disease Control and Prevention (CDC); the Indian Health Service (IHS);
the Health Resources and Services Administration (HRSA); and the National
Institute of Dental and Craniofacial Research, National Institutes of Health (NIH)--and
the AADR for promoting the Healthy People 2010 oral health objectives.
ODPHP coordinates the MOU for HHS.
II. BACKGROUND
HHS, through CDC, IHS, HRSA, NIH and OPHS, and the AADR share
common priorities and interests in Healthy People 2010, including the
elimination of oral health disparities. Each organization has unique
competencies which address these goals. HHS and AADR recognize that by forming a
strategic partnership, they can capitalize on the individual strengths of each
organization to achieve the Healthy People 2010 objectives for oral
health and those of related interest (see attached list).
AADR is uniquely positioned to provide national leadership
through its mission to advance research and increase knowledge for the
improvement of oral health, to support and represent the oral health research
community, and to facilitate the communication and application of research
findings. The AADR will promote the Healthy People 2010 oral health
objectives with particular focus on three objectives--reducing dental caries experiences in children, reducing periodontal disease in
adults, and increasing detection of Stage I oral cancer lesions (See the
Healthy People 2010 focus area on Oral Health, objectives 21-1, 21-5, and
21-6).
III. STATEMENT OF RESPONSIBILITIES
In consideration of the above stated mutual interests and
objectives, the parties agree to do the following:
HHS will:
- Partner with AADR for the purpose of communicating to key audiences the
importance of the Healthy People 2010 oral health objectives and other
related objectives;
- Monitor the health of the nation and progress toward the elimination of
oral health disparities and achievement of Healthy People 2010 targets;
- Provide technical assistance, as resources allow, for data and
implementation activities through the co-lead agencies and the work group for
the Healthy People 2010 focus area on oral health;
- Produce such assistance, as resources allow, for promoting Healthy
People 2010 through dissemination and implementation activities directed
toward researchers, dental providers, and the public; and
- Bring AADR together with other nongovernmental organizations that share a
mutual interest in eliminating oral health disparities, promoting the goals of
Healthy People 2010, and focusing on priority oral health objectives.
AADR will:
- Disseminate information to its membership regarding Healthy
People 2010 oral health objectives, particularly objectives 21-1 (reduce
dental caries experience in children), 21-5 (reduce periodontal disease in
adults), and 21-6 (increase detection of Stage I oral cancer lesions);
- Urge researchers to focus on achieving the Healthy People 2010 oral
health objectives;
- Participate in the National Oral Health Call to Action;
- Encourage AADR sections to work locally to achieve the three Healthy
People 2010 objectives identified in item 1;
- Through the AADR National Affairs Committee, educate policymakers
regarding the three aforesaid oral health objectives;
- Encourage AADR sections to organize symposia for annual sessions regarding
Healthy People 2010 oral health objectives; and
- Encourage members to publish research findings related to achieving
Healthy People 2010 oral health objectives.
IV. DURATION OF THE AGREEMENT
It is mutually agreed upon and understood by the parties that:
- They will meet annually to review implementation of this MOU and
to recommend any appropriate modifications;
- This MOU shall not restrict the parties from participating in similar
activities or arrangements with other public or private agencies,
organizations, or individuals;
- This MOU does not obligate any funds. Any joint endeavors involving
reimbursement of funds among the parties to this MOU will be handled in
accordance with applicable laws and regulations and will be subject to a
supplemental agreement which shall be effected in writing by the parties;
- This agreement shall become effective upon signature by authorized
officials from the United States Government and the AADR and will remain in
effect until modified or terminated by one or all of the parties, by mutual
consent, or upon 60 days prior written notice. In absence of a mutual
agreement by authorized officials to continue further the partnership, this
agreement shall terminate 90 days after the second anniversary of the date on
which the MOU goes into effect.

VI. LEGAL AUTHORITY
This agreement is authorized by Section 1701 and 1704 of the
Public Health Service, 42 U.S.C. 300u and 300u-3, as amended.
In witness whereof, the parties hereto have executed this MOU as
of the last date written below.
