Standards of Conduct
The Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) are federal requirements that apply to all BPA employees, contractors, consultants, and agents. The SOC is designed to prevent undue discrimination in providing transmission service and to prevent preference to BPA's power merchant over other transmission customers.
FERC's three basic principles:
Requires BPA to operationally and physically separate its transmission function (Transmission Services) activities from its power merchant function (Power Services) activities so that no transmission customer, including BPA's Power Services, obtains preferential access to BPA's transmission system.
- Nondiscriminatory Information Access
Requires all existing and potential BPA transmission customers, including BPA's Power Services, have equal access to nonpublic transmission system information and customer information.
- Open Access Transmission Tariff Implementation
Requires BPA to strictly enforce all OATT provisions and implement it in a nondiscriminatory manner.
