Director, Division of Emergency Management

Hans Kallam became Director of Colorado’s Division of Emergency Management in October 2007. Prior to accepting this position, Hans served as Director of Operations for the Adjutant General of the Colorado National Guard.

Kallam brings the division over twenty-five years of leadership and operations experience – many of which focused on providing support to federal, state, and local authorities.

He has served as a reservist with the Federal Emergency Management Agency (FEMA) and has deployed in response to five separate federally declared disasters.

Kallam has participated in all-hazards preparation, prevention, and response planning and operations which include:

  • Search and rescue support
  • Wildfire and blizzard response
  • Strategic National Stockpile planning & exercises
  • Critical infrastructure vulnerability assessments
  • Chemical, biological, radiological/nuclear, explosive (CBRNE) response
  • Mass casualty decontamination capability development
  • Pandemic Influenza planning
  • Preparation & support for the Democratic National Convention

Kallam holds a Bachelor of General Studies Degree from Weber State College with concentrations in Police Science, Military Science and Economics and was a Distinguished Military Graduate of the Reserve Officer Training Corps program there. He has served as the President of the National Guard Association of Colorado and currently serves on the Board of Directors for the Denver Infragard Members Alliance. His decorations include the Defense Meritorious Service Medal, the Army Meritorious Service Medal with four oak leaf clusters, and Master Army Aviator Wings.
