DHS is implementing pre-travel authorization for U.S.-bound travelers from Visa Waiver countries. See here for details. Change for Non-immigrant Visa Interview Appointment on January 9. U.S. Embassy Tokyo will be CLOSED for all visa services, including visa interviews on Jan. 9. Visa applicants who have scheduled a non-immigrant visa interview at the U.S. Embassy Tokyo on Jan. 9 may come to have your interview on Jan. 6 (Tues.), 7 (Weds.), or 8 (Thurs.) at the same time indicated on your Jan. 9 appointment letter.
