Sabbatical Program for ODE Reviewers |
October 23, 1986 Administrative Memorandum #A86-2 Sabbatical Program for ODE Reviewers Purpose of the Sabbatical Program I am establishing a Sabbatical Program for ODE Reviewers to offer them the opportunity to update their technical skills, to obtain "hands-on" experience with new technologies, or to undertake the study of a particular scientific question. The sabbatical would relate to the technology the reviewer deals with in his or her ODE work environment. It is not designed to acquire skills, experience, or knowledge in a new field of study. Scope of the Sabbatical The sabbatical could be for periods of 3 to 6 months and would be conducted at another government agency, such as the National Institutes of Health, or at an academic institution or other nonprofit organization. It cannot be carried out at an FDA regulated manufacturer's facility. Up to four reviewers would be granted a sabbatical each fiscal year subject to budgetary constraints. Selected candidates would be strongly encouraged to develop an assignment in the Washington, D.C. commuting area to minimize travel costs. Each candidate would choose a 'mentor' within ODE who would assist in the development of the assignment. ODE Sabbatical Review Board I am also establishing an ODE Sabbatical Review Board that will consist of four members: one ODE Division Director, one Branch Chief, one staff reviewer, and one member-at-large. The initial Board members will be Dr. Jerome Donlon, Dr. Thomas Callahan, Ms. Adrianne Galdi, and Dr. Helen Hanlon. Dr. Hanlon will serve as the Executive Secretary of the Board. The Board will establish policies and procedures, review applications, and make recommendations to the Director, ODE, who will make the final selections. Procedures, Applications, Etc. The ODE Sabbatical Review Board will establish policies and procedures that are necessary to carry out this program. The procedures will set forth the requirements for the form and content of the application, when it should be submitted, the number of copies, etc. As a minimum, the application will have to describe the purpose of the sabbatical, the type of assignment, utility of the assignment to ODE needs, and an estimate of the costs of the sabbatical. The application should also contain information, as specified by the Board, concerning the reviewer's past performance in ODE and it should have the approval of the reviewer's supervisor and division director. After the Board has had an opportunity to convene, it will issue more detailed information about the program and how to apply. Effective Date This program will be effective for Fiscal Year 1987.
