Publishing Standards for RD&T Transporter Articles
Purpose:
The Research and Technology Transporter communicates FHWA research,
development, and technology accomplishments, findings, information,
and technology transfer opportunities. Its audience is transportation
engineers and professionals in State and local highway agencies, State
DOTs, Local Technical Assistance Programs, Divisions, Resource Centers,
FHWA offices, academia, and the research community. The eight-page
newsletter is published monthly by FHWA’s Office of RD&T.
Technical Review:
The R&T Transporter accepts articles from FHWA employees and contract
employees. Every article in the newsletter must be technically accurate,
contain information that "adds to the body of knowledge," be consistent
with agency policies or positions, and be accompanied by an FHWA contact
name for further information. Every article must be endorsed by the
author’s supervisor and reviewed by the applicable Office Director.
These approvals supersede the requirement for a review panel.
Style:
The R&T Transporter follows GPO style to present information on technical
topics in a brief, readable format. Articles should be no more than
225 words (approximately three-quarters of a double-spaced typed page).
Supporting photographs and illustrations are important, and each article
should have at least one supporting photo or graphic.
The specifications for manuscripts include:
First paragraph must state what the news is (a conference was/will
be held, a report for CD-ROM has been released, research is now underway,
new information is being sought, update on the development of new
technology, the new demonstration project is available); who is the
developer of this technology or originator of this news (Steve Foster,
Research Engineer in the Office of Traffic Safety R&D, the Office
of Program Development, the Advanced Research Team, the Office of
Engineering); and what makes this news important (fewer fatalities
will result from the new design, States can receive Federal funds
for this program, the conference will be/was a unique opportunity
to share information, the award is given annually to the best structures
engineer, this report/CD-ROM is the compilation of five years of research,
with this new technology snow can be removed at a cost savings, highway
runoff will be mitigated with this environmental procedure).
Subsequent paragraphs can include technical discussions, a history
of the project or program, etc. IT IS MOST IMPORTANT TO CONCLUDE WITH
HOW READERS CAN GET FURTHER INFO, OR WHAT ACTION THEY SHOULD TAKE
TO PARTICIPATE. (Who to call, report to order at phone number, additional
Web site).
The article text must be submitted on an 88.9-mm (3.5-in) computer
disk using IBM-compatible Word (6.0 or higher version) or via e-mail
to Dawn Vanlandingham (dawn.vanlandingham@fhwa.dot.gov).
Text needs to include an FHWA contact name for further information,
telephone number, and e-mail address. (If the information on who to
contact for further information is the same as the FHWA contact information,
the article can conclude with "For further information, please contact
the following.")
The manuscript should be typed using Times New Roman or a similar
typeface, 12-point type, with at least 25-mm (1-in) margins on 216-
by 279-mm (8.5- by 11-in) paper.
Articles should be accompanied by supporting visuals such as photographs,
line art, and drawings (black-and-white photographs preferred over
color).

Policy Implications:
Because the review process includes article endorsement by the author’s
supervisor and review by Office Directors and the Associate Administrator,
any problems in this area should be noted and handled at that point.
The article can also be forwarded to the Office of Public Affairs
for review.
