    LOUISVILLE, Ky. -- Coast Guard small-boat crewmembers conduct safety patrols on the Ohio River near downtown Louisville, Tuesday, April 8, 2008, in preparation for "Thunder Over Lousiville." For 19 years crewmembers from Coast Guard Sector Ohio Valley have been providing assistance to the city of Louisville and to local and state agencies during the event. This is the Cutter Shamal's first patrol to the southeast Gulf of Mexico to enforce Federal Living Marine Resource laws.     GALVESTON, Texas - The Coast Guard Buoy Tender Harry Claiborne deploys the Vessel of Opportunity Skimming System during a pollution response drill in Galveston Bay Thursday, Feb. 28, 2008. The Coast Guard's VOSS equipment is strategically pre-positioned at several locations across the country and may be transported to a spill site on a single truck or by Coast Guard C-130 aircraft.     GALVESTON, Texas - Crewmembers on board the Coast Guard Buoy Tender Harry Claiborne lower an oil skimmer into the water during a pollution response drill in Galveston Bay Thursday, Feb 28, 2008. The oil skimmer is a part of the Coast Guard's Vessel of Opportunity Skimming System (VOSS), along with containment boom, an inflatable oil recovery barge, and pumps and compressors to operate them. When deployed, the VOSS equipment uses containment boom to collect oil into a small area to make it easier for the skimmer to remove the oil from the surface of the water.     GALVESTON, Texas - Petty Officer 3rd Class Charles Flemming form Coast Guard Station Galveston uses a boat hook to pull the unit's "Oscar" closer to the rescue boat here Wednesday, Feb. 20, 2008. The Oscar is a life-sized dummy weighted down to simulate pulling a real person out of the water. The boat crew conducted training all day, practicing towing, de-watering, hoisting with helicopter crews from Coast Guard Air Station Houston, and rescuing people in the water.
