Preparedness
Preparedness relates to the activities, programs, and systems developed
prior to a disaster or emergency, which are used to support and enhance
prevention, response and recovery. An agency can determine how they
need to be prepared by asking the question of what must be done to ensure
that the agency is prepared to respond to any natural disaster or emergency
that may affect operations.
- Assessment - This section provides information
on the assessment of planning and preparedness for incidents and disasters.
- Bioterrorism
Preparedness - CDC provides this excellent website with background
information to assist in preparedness for bioterror, chemical, and
radiological emergencies.
- Definitions - Definitions of key terms
in homeland security, such as "preparedness" and "responder"
were assembled from core documents including Homeland Security Presidential
Directives and major homeland security national strategic documents.
- Gridlock
and Preparedness - CNN prepared these statistics on the potential
impact of congestion in various cities on the ability of responders
to reach the incident scene, and citizens to evacuate from threatened
areas.
- Guidelines
- Homeland Security Advisory System Compilation (PDF
254KB) - At the request of AASHTO, FHWA compiled this list of actions
taken by state DOTs in response to each of the levels of the Homeland
Security Advisory System.
- Homeland Security Presidential Directive 8 (HSPD-8)
- HSPD-8 is the Presidential Directive covering preparedness. This
section provides links to materials covering what HSPD-8 means and
how it will be implemented.
- Lessons
Learned Information Sharing - The Lessons Learned Information
Sharing (LLIS) is a national, online network of best practices and
lessons learned designed to help homeland security responders, planners,
and healthcare professionals prevent, prepare for, and respond to
terrorism.
- National Governors Association Transportation Security Booklet (Summer
2005) - The NGA is developing material to help Governors understand
the homeland security implications for their State DOTs.
- Plans and Planning
- Protecting
Public Surface Transportation Against Terrorism and Serious Crime
- This 2001 publication of the Mineta Transportation Institute provides
an overview of pre-incident preparedness, including threat assessment
and design considerations; response and recovery, including crisis
management plans, emergency response teams and services; and a wide
range of best practices.
- PTI Local Transportation Security Guidebook (Summer 2005) - PTI,
in support of city and county DOTs and departments of public works,
is preparing this guide on homeland security actions and implications
for transportation agencies.
- Regional
Operations Coordination and Cooperation - One of the most critical
actions in preparing for disasters of any type is for transportation
agencies to have effective working relationships with other responders.
FHWA has developed guidance on ways to build these relationships,
supporting not only homeland security but all forms of transportation
operations.
- Training and Exercises - Training
and exercises are essential to assuring preparedness. This area of
the website provides information on needs and methods for these two
critical areas.
Assessment
- DHS/Office
of Domestic Preparedness National Preparedness Assessment - The
Office of Domestic Preparedness in DHS prepared and uses this self-assessment
tool to help states and local jurisdictions identify needs and progress
on the priorities outlined in their initial homeland security strategies.
Furthermore, the process serves as a planning tool, and assists ODP
and its partners in better allocating federal resources for homeland
security.
- ITE
Preparedness Checklist - ITE prepared this checklist to assist
state and local DOTs in improving their planning and preparedness
for disasters.
- Traffic
Incident Management Self-Assessment - Many of the key aspects
of dealing with large scale incidents are practiced every day in dealing
with small ones. FHWA's traffic incident management program prepared
this self-assessment to help agencies determine how to improve their
capability to deal with incidents on highways. The website also provides
the national report on findings from the first year's assessment.
Guidelines
- Simplified Guide to the Incident Command System for Transportation
Professionals, FHWA-HOP-06-004, EDL Number 14234 (HTML,

2.2MB) - The purpose of this Guide is to introduce Incident Command
System (ICS) to stakeholders who may be called upon to provide specific
expertise, assistance, or material during highway incidents but who
may be largely unfamiliar with ICS organization and operations. These
stakeholders include professionals at transportation agencies, companies
involved in towing and recovery, as well as elected officials and
government agency managers at all levels.
- Citizen
Preparedness - This website provides information that can be used
by any citizen in preparing for disasters.
- DHS/Office
of Domestic Preparedness Responder Preparedness Guidelines - DHS/ODP
prepared these guidelines to provide the responder community, including
public works/transportation, with an understanding of baseline training
necessary to respond effectively and safely to acts of terrorism involving
WMD.

Governor's Guide to Emergency Management - A report published
by the National Governor's Association that serves as a reference
for Governors and their staffs in addressing homeland security.

NFPA 1600 - Standard for Disaster/Emergency Management and Business
Continuity Programs - This standard establishes minimum criteria
for disaster management and provides guidance to the private and public
sectors in the development of a program for effective disaster preparedness.

- Guidance on Alternate Route Plans
- These documents provide technical guidance on the preparation of
plans for alternate routes around critical highway infrastructure
that might be damaged or destroyed.
- TCRP
Synthesis 27--Emergency Preparedness For Transit Terrorism - This
synthesis provides information on the current practices of transit
agencies to prevent and respond to terrorism and acts of extreme violence.
It integrates information gathered from a review of the literature,
and from surveys, site visits, and telephone interviews with personnel
from transit police and security departments, local police agencies,
transit authorities, and federal law enforcement agencies, including
the Federal Bureau of Investigation (FBI) and the Bureau of Alcohol,
Tobacco, and Firearms (BATF). In addition, to provide a useful perspective
on mass transit preparedness, this synthesis contrasts transit perspectives
to those of general service police through a review of relevant literature.
Plans and Planning
Homeland Security Presidential
Directive 8 (HSPD-8)
HSPD-8 is the Presidential Directive covering preparedness. The Department
of Homeland Security has developed a website with many materials covering
what HSPD-8 means and how it will be implemented. Contents include a
Universal Task List for preparedness, Critical activities that the tasks
constitute, and other helpful materials.
