This map indicates the locations of some of the more highly visible projects under way within the Capitol Complex. It is provided to succinctly inform members of the public about work they may witness and want to know more about. There are literally hundreds of projects under way at any given time, but most are not particularly visible or disruptive.

Capitol Visitor Center

Capitol Visitor Center (CVC)

Location East Plaza and east grounds of Capitol; north lawn of Capitol; area adjacent to New Jersey Avenue NW across Constitution Avenue from Capitol's North Extension; temporary visitor screening center on south side of Capitol; related utility work on Capitol Square.
Description 

Three-story underground construction project under East Plaza and grounds of Capitol with vehicle access tunnel underneath Constitution Avenue; improvement of East Plaza and completion of Capitol Square Perimeter Security Project to coincide with completion of CVC project. (See the Capitol Visitor Center overview page for additional information.)

Time Line
 Preconstruction activity began fall 2001; major construction activity began summer 2002; completion in Fall of 2007.
Public Impacts Major construction site on east, north, and south sides of Capitol; trucks delivering equipment and materials to construction site; relocation of visitor access and flow through Capitol during project construction.

 

Perimeter Improvement Projects

Perimeter Improvement Projects

Location Capitol Square, Senate Office Buildings, House Office Buildings, Library of Congress Buildings.
Description Replace unaesthetic temporary security features with architecturally appropriate permanent fixtures, including steel bollards, stone and concrete planters, security kiosks, hydraulic vehicular barriers, and lift gates.

 Construction began spring 2001; completion will coincide with completion of Capitol Visitor Center Project in 2007.
Public Impacts Installation of a vehicle pop-up barrier at the intersection of Constitution Avenue and Second Street, N.E., will begin Monday, August 4. This work will be done between 10 p.m. and 6 a.m. in the northbound lane of Second Street, N.E., during August. Two-way traffic will be maintained, but there may be times when traffic flow will be restricted. The barrier installation is the first phase of a comprehensive Senate Perimeter Security project and is scheduled to be completed in early September.

 

U.S. Supreme Court Modernization Project

U.S. Supreme Court Modernization Project

Location First Street, N.E. between East Capitol Street and Maryland Avenue
Description Work on the Supreme Court building will be done in two phases. The first phase of the five-year project will involve the construction of a two-story, underground annex on the Maryland Avenue side of the building to provide necessary space for the Supreme Court Police. Phase II involves modernization of the building’s infrastructure.

Time Line
 Phase I began in Summer 2003 and is scheduled to be completed by Summer 2004. Phase II is scheduled to begin in Summer 2004 and completed in 2008.
Public Impacts Maryland Avenue is closed to pedestrians from the staircase near the northwest corner of the building continuing east to Second Street. Maryland Avenue is also closed to eastbound vehicular traffic. The sidewalk along East Capitol Street adjacent to the Court is closed to pedestrians.

 

West Refrigeration Plant Expansion

West Refrigeration Plant Expansion

Location U. S. Capitol Power Plant
Description 

The expansion of the West Refrigeration Plant by 16,500 square feet will enable the Capitol Power Plant to reliably meet cooling requirements of the U.S. Capitol complex through 2025 and will significantly increase overall plant efficiency. The U.S. Capitol Power Plant supplies steam to heat and chilled water to cool 18 facilities in the Capitol complex including the House and Senate Office buildings, the Supreme Court, and the Library of Congress.

 Construction began in Spring 2003; expected to be completed in Spring 2005.
Public Impacts During construction, Virginia Avenue between South Capitol Street and New Jersey Avenue, S.E., will be closed to traffic. This project will not impact upon residential parking.

 

Utility Work

Utility Work

Location 

Constitution Avenue, N.E., between First and Second Streets.

Description A water-line relocation project is being done in conjunction with a Perimeter Security project that involves the installation of a pop-up vehicle barrier at the intersection of Constitution Avenue and Second Street, N.E.
Status &
Time Line
 September 8, 2003, to January 2004. Upon completion of the water line relocation project in January 2004, utility tunnel repairs are scheduled to begin in the westbound lanes of Constitution Avenue.The traffic flow will follow the same pattern established for the water line project with minor modifications.
Public Impacts 

From 5 a.m. to 2:30 p.m., traffic traveling eastbound on Constitution Avenue will be detoured around the project site via First Street to East Capitol Street to Third Street, N.E.

From 2:30 p.m. to 5 a.m., westbound traffic will be detoured to Fourth Street to East Capitol Street to First Street, N.E., before continuing on Constitution Avenue.

Beginning Saturday, November 15, at 5 a.m. and continuing each weekend, the traffic lanes of Constitution Avenue between First and Second Streets, N.E., will be changed to the westbound direction and will remain in this direction until 2:30 p.m. on Monday afternoons. This traffic pattern also will be applied during holidays to accommodate perimeter security and utility line relocation projects underway at that intersection.
