    Milestones 2005
    • The Sequence 1 contract, which included all structure and foundation work, was completed in December 2004, with only punch list items and follow-up maintenance remaining. The Sequence 1 contractor, Centex, left the project site in March 2005, clearing the way for the Sequence 2 contractor, Manhattan Construction Company, to work in all areas of the project.

    • A new 1,000-linear-foot truck tunnel was completed in December 2004 and is being used by the Sequence 2 contractor for material deliveries for the Sequence 2 contract. The tunnel will be available for Capitol deliveries late in 2006 when connecting corridors are completed and new freight elevators in the CVC are installed.

    • The CVC roof deck was completed to a level sufficient to support inaugural activities on Jan. 20, 2005. Approximately 120,000 granite paving stones had been installed on the East Front Plaza, grass areas had been re-established near the face of the Capitol, four skylights were installed, and restoration of areas at the north and south ends of the Plaza were complete to the extent necessary to accommodate the presidential motorcade and the review of troops across the Plaza.

    • Also in January, work began on the primary utility tunnel for the CVC. East Capitol Street was closed between First and Second Streets and traffic was routed around the construction zone. Excavation of the tunnel was completed during the summer of 2005 and the pre-cast tunnel sections were in place by August. Crews began in September to install 40-foot-long sections of chilled water and steam pipes and welding connections throughout the tunnel. Crews encountered many obstacles within the tunnel path during excavation, but with the exception of a gas line along First Street, all major utility re-routing was completed by September. The tunnel is scheduled to become operational in February 2006.

    • Early in 2005, the Sequence 2 contractor completed fireproofing the entire steel structure, and began installing mechanical, electrical, plumbing, fire and life-safety systems throughout the facility. The installation of nearly 750,000 masonry block units was also nearly complete by the end of FY2005. In addition, the bulk of mechanical work was complete by the summer, including the installation of 20 air handling units. With most of the block walls installed and mechanical and ductwork nearly complete, the contractor began installing finish wall stone in many areas. In all, the Sequence 2 contractor is installing $35 million worth of finish stone throughout the CVC. Approximately 30 stone mason teams are working both inside and outside the facility to complete stone installation. By September 2005, stone was complete in the food service area, and nearly complete in the north and south orientation theaters. Three of four walls inside the Great Hall were also complete as well as the stone on eight of 16 columns inside the Hall.

    • Outside, a historic preservation contractor completed the installation of much of the stone for the historic Frederick Law Olmsted-designed lanterns and fountains that had been removed before site excavation began. Wall stone was completed along the north pedestrian ramp and masons began work on the south wall in August. Meanwhile, installation of 8-inch square granite pavers continued across the plaza and by September 2005, approximately 150,000 pavers were installed.

    • The project team continued efforts to improve internal management of the both the schedule and budget. Major accomplishments included:

      • A Risk Assessment was initiated by the independent firm of McDonough Bolyard Peck in August. Potential risk items were identified and the project team continues to develop risk mitigation plans for each risk.

      • A second Cost-to-Complete Analysis was initiated in June and a draft report was submitted for review in September. The Government Accountability Office (GAO) and the Architect of the Capitol (AOC) began their concurrent review and were preparing a final assessment for early in FY06.

      • Initial coordination of the CVC commissioning activities was completed with the AOC Fire Marshal and scheduling personnel with the project Construction Manager, Gilbane, began working with the Sequence 2 contractor to integrate all commissioning activities into the master schedule.

    • Throughout the year, the Exhibit Gallery content working group continued its efforts to refine the script for the CVC orientation film, the House and Senate Theater orientation films, and the text for all of the exhibit reading rails and captions. Filming and photography schedules for the films and interactive computer stations were submitted by the production contractors in August. Filming and photography was scheduled to begin in October.
