The Office of the Revisor of Statutes is a legislative office that provides services to members of both houses of the legislature as well as all constitutional offices and all state agencies and departments. The services of the office are nonpartisan and confidential and are described in detail in duties. The office consists of attorneys, editors, computer specialists, and support personnel. Services are provided in the following four areas.

Legislative

We assist members and legislative staff at most stages of the legislative process from the preparation of a draft of a bill through its presentation to the governor. Our office drafts bills, amendments, and other legislative documents. We prepare and issue a bill drafting manual containing styles and forms for drafting bills, resolutions, and amendments known as the Minnesota Revisor's Manual with Styles and Forms (Html). Manual in PDF. (980k 335 pages) Note: Requires a pdf viewer such as Adobe Reader.

Administrative Rules

We help state agencies draft and adopt administrative rules. We are available to answer your questions about Minnesota Rules, the rulemaking process, and state agencies and can help you search the text of Minnesota Rules for specific rules information. We also prepare and issue Minnesota Rules Drafting Manual with Styles and Forms and Rulemaking in Minnesota: A Guide.

Publications

We compile, edit, and print Laws of Minnesota, Minnesota Statutes, and Minnesota Rules. Laws of Minnesota contains the laws and resolutions passed each legislative session. Minnesota Statutes contains the codified general and permanent laws. Minnesota Rules contains the compiled administrative rules adopted by state agencies. All of the publications contain user aids and indexes and are the official text of the law.

Computer

We maintain hardware and develop software to support the work of the legislature. We provide support to users through training and through our Help Desk. Systems supported include House and Senate journals, calendars and agendas, House and Senate Index, and bill drafting. We also provide network and server support for the legislature's Internet services and provide Internet information on bills, rules, and laws.
