Welcome to the Natural Resources Board

The Natural Resources Board (NRB) was created by Act 115 of the Vermont General Assembly to succeed the Environmental and Water Resources Boards on February 1, 2005. The NRB is a nine member board which is divided into two panels, the Land Use Panel and the Water Resources Panel. Each panel has five members, including NRB Chair Peter Young, Jr..

All appeals from District Environmental Commission (Act 250) decisions and District Coordinator Jurisdictional Opinions are heard by the Environmental Court. All appeals from permitting decisions of the Agency of Natural Resources are also be heard by the Environmental Court, as well as local land use decisions.

Appeal information can be found at the Environmental Court web site. Information about the Act 250 program, District Commission cases, and any pending rulemaking is found at the Land Use Panel web site. The Water Resources Panel web site includes information about rules related to wetlands, lakes and other public waters in Vermont.
