Statements of Policy on Public Water Supply Matters
AWWA Policy/Procedure on Policy Statements
AWWA policy statements are used to explain the Association's position on a variety of issues important to the Association and its membership. Following is the procedure for development and review of such statements.
- New policy statements may be originated by the Executive Committee, councils,
divisions, task forces, or administrative committees. - When a proposed new policy has been developed, it will be assigned to the appropriate
council and/or division for review. When a statement is up for review, it will be referred
to the originating body for reaffirmation, revision, or withdrawal. - The procedure for review of a new or existing policy statement will be the same.
- Within one week of the statement being identified for review, it will be sent to the
appropriate volunteer unit requesting that electronic media be used to reaffirm, revise, or
withdraw the statement within one year of assignment. Electronic balloting of statements by all volunteer units will be done using Silence is Consent. Staff will track the progress of the review on an ongoing basis. - Within one month of assignment, the chair of the council, division, and the
Administrative & Policy Council (APC) Standing Committee on Policy Statements will
communicate with one another to ensure agreement on what needs to be done and the
time schedule for completion of review. - After completion of the statement's review and approval by the appropriate council, it will
be published for member comment, and will simultaneously be sent to the APC
Standing Committee on Policy Statements for review. The titles of the statements will be
published in MainStream, with the note that the entire statement may be viewed on the
AWWA Web site. Members who do not have access to the Web site may contact the
Volunteer & Technical Services Group at AWWA headquarters and a copy will be faxed
to the member. The member comment period will be one month. Any comments received will be forwarded to the standing committee. - The statement will then be forwarded to the APC for review at its next scheduled
meeting. The chair of the APC standing committee will share the committee's comments
with the members of APC. The APC will review and edit as necessary. If the APC
makes substantive changes, it must be returned to the appropriate council chair for
concurrence. The council chair may choose to concur on behalf of the council to accept
the proposed revisions, or may request that it be reviewed electronically by the entire
council. - After completing the review cycle, the statement will be referred to the Executive
Committee and Board of Directors for action.
